On Blu-Ray.com, Discotek's Justin Sevakis says they've been in contact with the Library of Congress, but because of COVID it's been slow going. He also claims that they only have two episodes of Grimm and that they're in a lower quality format than the resyncs they've done.
Some of the videos on the Thomas channel are tagged with DCS, which brings up Digital Combat Simulator.
I'd assume the "UNKNOWN VHS TAPE" video isn't from an unreleased game. There's no reason to be so cryptic and additionally, why would it capture the sound of the VHS eject mechanism? The audio sounds like it came from the direct feed.
I've tried contacting Les Villains Garcons as to whether they had any info about the English dub but that's gone nowhere (here is their website www.doublage.qc.ca/p.php?i=168&studio=22#) so I'm not sure who else to contact, unless I can find who distributed the show rather than who dubbed it.
That's not their website. It's an encyclopedia for French Canadian dubs. As I said in my last post, Les Villains Garcons changed their name to La Belle Equipe in 2018. They have a Facebook page they occasionally use: www.facebook.com/labelleequipe.doublage/
I don't know if you're going to get much from them, though. They were just the dubbing studio, not the rights holder. That C21 Media page suggests Mediatoon owns the show.

The second Nico Douga upload you shared has a description stating both videos lacked audio because the footage was still unfinished. They're likely from test animation for a pilot or a pitch trailer. There are awards given to shows that are in development.
Now, how did those clips get online? I'm not sure. Office Prion's website stopped getting updated prior to this production. It's possible the uploader worked for them or got their hands on a screener. Since there was merchandise, maybe they gave away promo discs (though, something like that would probably have audio)? That's all speculation on my part.
This seems similar to the Hannah Montana anime, which was cancelled in development. The only difference is that part of this franchise actually made it to market.
According to that presentation, the original websites launched in June '99 at boyzchannel.com and girlzchannel.com before shifting to bchannel.com and gchannel.com. By 2000, they were mirrored (possibly merged) onto the overall Fox Kids website. Understandably, the earliest iterations weren't well archived, but the Fox Kids version does provide info on Girlz Channel:
While this isn't comprehensive, the channels only lasted between October '99 and August '00, so it's not likely a tonne slipped through the cracks. The lineup mainly consisted of Saban library shows, with a small number of acquisitions. There's a good chance those third party shows may have also aired on the Fox Family channel. The few original productions all seem to be educational.

I know this may sound odd, but according to Wikipedia, Saban dubbed Chinese cartoon Shuke And Beita. There doesn't seem to be any proof of this dub existing though, only the original Chinese version. It sounds so strange to see that this was going to get a dub in 1993 considering Chinese cartoons were something not a lot of people in the US gave a crap about(heck, nor did they gave a crap about Mexican cartoons). I bet you this probably only ever aired in Singapore, or Hong Kong. I doubt the dub aired anywhere else(ok, maybe the US, & Philippines, but even those are a stretch).
I was about to encourage you to look at my avatar, but it seems this actually happened. Shuke and Beita is listed in that SEC filing Pinkie posted, as Pip 'N Squeek. Curiously, it says the rights expire in October 2022. It's possible that could've been a typo, though. None of the other properties have expiration dates in the 2020s.
I've investigated some leads: Les Vilains Garçons led to some fashion and food companies. As for it airing an ABC1 and CBBC, I am going to the Wayback Machine for that.
Les Villains Garcons is an audio studio in Montreal. In 2018, they changed their name to La Belle Equipe. That makes sense, since the original series was apparently co-produced by Tooncan, who were located in Montreal.
The newer version of Martin Morning airs in the United States on Kids Street and is available to stream on Crave in Canada.

WildBrain Spark, their YouTube MCN, distributes a large amount of their catalogue for free.
