It premiered on Cartoon Network in the Philippines on November 19, 2010. Unfortunately, I don't know when (if?) the general Asian feed aired it. Archive.org's snapshots have large gaps.
For those unfamiliar, we're not talking about the dub that recently became available on RetroCrush. That was produced last year in Burnaby, Canada at Digital Sound Magic for The Japan Foundation and Tezuka Productions. This is an earlier, separate dub (shot in the dark guess: this was likely recorded in Hong Kong as most CN Asia specific anime dubs were) that appears to have been forgotten. Much like Black Jack, the new dub's existence suggests it's unlikely the old one will ever be officially released again.
4Kids never streamed a dubbed version of Pretty Cure. Their anime portal, Toonzaki, embedded the subtitled Hulu release. Those same subs are the ones currently found on Tubi.
The dub this thread's about has never been officially released on home video or streaming platforms. However, it's also never been truly "lost." There were complete TV rips from the show's British and Canadian broadcast. You can find a version synched to the Japanese DVDs streaming on a number of anime piracy websites.
The thing that convinces me that there is some truth to this is that the picture for the Big Comfy Couch doesn't seem to match up with any official marketing material. So that means if someone did try to create this as a prank or to screw with people they had to have spent a /long/ time finding a pull so deep that even people here couldn't find it. I'm not necessarily saying this is completely legitimate, its possible that maybe this is fan made but i think whoever created it had to have some connection to the IP.
Another reason you might not be able to find something is that it's been edited and thus there's only the 1 instance of it; a faked picture you won't be able to find elsewhere in order to make it seem more legitimate - I've just done a quick search for it to try to find it, and believe I may have found it. Simply searched for "big comfy couch show", it isn't very far down although it is a pinterest thing so that's annoying.

I resized and overlayed the image. My editing skills aren't good enough to get them the exact right size to align fully, but you should be able to see what I mean - eyebrows, hat shape, eye shape etc all line up very, very well.
Obviously it's a costume so there will be similarities no matter what, but it definitely seems a bit odd that there's a photo where things like the eyes + eyebrows match fairly closely like that. There are a few differences and my editing skills aren't good enough to show the similarities properly though, unfortunately - it's clearer to see when you can instantly overlay that ontop to compare them directly, too.
I don't believe those are the same image. Compare the strands of hair covering Molly's face. They don't match, nor does Loonette's eyebrows. The menu screen's photo has her forehead visible on both sides above the brows. The photo you dug up has one side covered by the hat. Loonette is also holding Molly differently. She's got her under the armpits in the game and by the waist in the image you found. They might be from the same photo shoot, though. The show ran for almost a decade, so there's likely a bunch of publicity stills that look similar.
I'm not trying to dissuade you from your view. I agree that these look amateurish, to the point that I've doubted their legitimacy. However, these were apparently canned before any announcement. They're going to look unfinished because they were early into development.
From what I can tell, Promark isn't a channel, but rather a content distributor. Their job is to sell the show to interested TV channels. The question is, were they any successful in doing that? Did the English dub of this show ever get released?
I wouldn't expect Jessica Gee to have any materials. Voice actors rarely get that stuff.
The dub for the TV series genuinely seems to be "lost". The European DVDs I've found don't seem to include it.
I don't think the dub for the TV series even exists, although I'd love to be proven wrong. I've still been searching since this post and I genuinely can't find anything that proves that the TV series was dubbed.
Viz released Naruto in multiple ways. The specific DVDs I linked to are not uncut. They're a dub-only, edited version. This is from Vol. 32, the last of the dub-only DVD releases (AFAIK). It directly states, "North American edited TV version" on the bottom left and says "As seen on Cartoon Network."
The changes between this version and the uncut one aren't big enough for there to be a real desire to keep it around. If you dig up old torrents and pirate streaming sites, you might be able to find TV rips of it. Shippuden on Disney XD might've had heavier alterations.
It's the exact same cast as the uncut dub. The show is pretty much the same, except with some minor violence and nudity edits, as well as replacement intros. Viz released the first 135 episodes of this version on DVD in North America:
This cut also aired on YTV in Canada (all 220 episodes) and in Australia. IIRC, the UK broadcast was edited even further and that run didn't last long.
They have descriptions and runtimes listed for The Gregory Gallery Tour. First one's 7 minutes long, second one's 9 minutes and the third runs for 15 minutes.
As previously covered, only Vols. 1-3 had the exclusive bonus short. The remainder contained papercraft models of the characters as a replacement. NEC's discs only cover season 1 and season 2 (The Second Guest). In 2004, VAP re-released the first two seasons and put out the only Japanese DVDs for season 3 (The Last Train), with the spinoff (Bloody Karte) spread across them as a bonus. As far as I can tell, their discs do not have The Gregory Gallery Tour.
Also this has nothing to do with the search, but why in the world are there at minimum, six volumes in Japan? There's only 3 volumes for the American release which covers everything but these lost shorts.
These discs have far fewer episodes on them. The runtime listed is only about a half-hour on the NEC releases. The U.S. (and VAP's) releases run at least 70 minutes.
I'm inclined to think neither series is real. It's very difficult for me to believe that two animated shows produced within the internet age, distributed on an accessible U.S. TV channel, would completely fall through the cracks. We're not talking about a situation where there's no footage of the show or missing episodes. There's no reliable source confirming these exist. No press releases, distributor catalogue listings, or even an IMDB page. If you reverse image search those pictures, you get nothing. This situation isn't really comparable to a Canadian TV block, because that's just packaging - and even then, there's more than hearsay to back up the existence of The Outlet.
I don't understand the distinction of Qubo vs. Canadian show. Qubo isn't available in Canada and Canadian TV channels aren't available in the United States. Some people close to the border might get CBC or Qubo over-the-air, but it's not hard to find basic documentation on old CBC shows. The same is true of Qubo. He'd have better luck saying these two aired on KidMangoTV or something.
Of the names you dug up, I'd say Alison Quirion is the probably the most likely to know if "Power Rangers Legacy" was a legitimate pitch THQ received. She worked as their brand manager between 1999 and 2005. I can't find her on regular social media, but she's on Linkedin.
I find it very suspect there's no trace of either the Goth series or Brain Brain online. That's extremely odd for shows that aired on an accessible U.S. TV channel.
