I know that unusual anime airing here in the states did happen occasionally-both certain PBS stations and TechTV aired some interesting choices back in the day. I actually have a Mandela effect of somehow seeing a Gundam on TV before we had cable or Toonami, but it's not out of the question XD
ATM, I currently believe that the "Aussie dub" is a misprint in a TV guide that people just went with, or (somehow) a re-airing of the 4Kids dub, assuming that ever aired there. It would be amazingly cool if it turns out that the "Aussie English" dub did exist tho, for sure!

The problem with it being Eastern & not being considered "anime" would be kinda hard to track down since around this time animated TV shows weren't really happening all that often(except for Australia & New Zealand, but shows from there are seen as Western Animation despite Oceania clearly being very close to Southeast Asia & Japan) & if it WERE Aussie/New Zealander, I would've known by now through some iceberg on weird Aussie TV shows. It may've been one of those rare shows, but the chances are kinda slim. So yeah, that's kind of why I think it may be of Western origin(minus Oceania for a reason I've explained).
Sure, there's Eastern Europe(Hungary, the Czech Republic, Slovakia, Slovenia, Croatia, Serbia, Greece, Poland, Russia, Ukraine, Latvia, Estonia... no, Finland doesn't count), but again there isn't really MUCH on animated TV series from there around this time period, though the possibilities are more open there since most listed DID have animation industries around, some in better quality around this than others.

It has been over 2 months since anyone has replied to this thread due to there having been no leads when it came to finding any more clues to get onto. I've asked about this on the Dubbing Database & have gotten no response yet. So, what was I supposed to do? Well, I decided to try a little strategy known as, "type random possible titles and see what sticks". So far, I've stuck to the titles being in English before I jump into using Google Translate & here are the titles I came with:
Doremi And Friends Doremi And Blitzo Doremi And the Starwinders Doremi And the Stargliders Doremi And the Rollermasters Doremi And Flinx Jacky Doremi And the Flinx Ricky Doremi Doremi And the Zappers Doremi And Kazeepo

The lack of viewership & merch sales I can see being the case. Heck, the actual show probably didn't even have merchandise AT ALL aside from like, 1 home media release of a few episodes(and that's an IF situation). Heck, I'm definitely leaning towards The Viper being of Western European origin as well.

Now I'm seeing if Finnish brings up any cartoon with such a name: Doremin taikamaailma(Doremi's magic world) - Only gives me results for Doraemon Doremin hullu maailma(Doremi's crazy world) - more Doraemon results Pikku Doremi(Little Doremi) - Only really gave me "Pikku Publishing" Hauska Doremi(Funky Doremi) - Ironically ended up being VERY similar to Doremi's last name(Harukaze) Ihana Doremi(Wondrous Doremi) - There is a character in the show named Hana-chan which makes it all the more difficult to find a possible cartoon out of such a title. Doremi ja tähtituulettimet(Doremi And the Starwinders) - Only did it just in case. Of course, nothing shows up of a cartoon under this name. Doremi ja pienet taivaanratsastajat(Doremi And the Little Sky Riders) - Nothing shows up when looked up on Google Doremi ja turbovelhot(Doremi And the Turbo Warlocks) - Only a few Ojamajo Doremi videos show up when looked up.

So I decided to go on Big Cartoon Database & see if maybe I could find some other animated TV series with Doremi in its title & the only other things that were on the site were a 1986 Russian animated short called Doremi: www.bcdb.com/cartoon/104227-Doremi And an episode of TMS Entertainment's animated adaptation of Nobody's Boy Remi, which is called Doremifa, Remi(it's the 7th episode). I guess using the BCDB isn't going to be of any use when trying to find this obscure show. I don't know where else to go but IMDB & FilmAffinity perhaps.

Ok, so I tried IMDB. Either it doesn't have "Doremi" in the title(rather it's just what the main character is called?) or it's so freakin' obscure that it doesn't even have an IMDB page.

Huh, when looking up "Doremi" on FilmAffinity, it led me to some South Korean company called "Doremi Entertainment" who has done 3 movies according to IMDB: www.imdb.com/search/title/?companies=co0730198 Really unexpected, but not quite what I was looking for or even so much as a bizarre rabbit hole.

Now I DO KNOW someone that could potentially find something that could actually lead us further to finding out what the original show is. GreenMetalThing: dubdb.fandom.com/wiki/User:GreenMetalThing He even has a YouTube account called "GreenShieldy": www.youtube.com/@shieldwithagreentint He has done an INSANE amount of research into finding weird & rare dubs of cartoons like Space Cats, Earthworm Jim, Fat Dog Mendoza, Emergency +4, etc., so he could of potential help. Well, theoretically that is. I don't really think we'd be able to talk to him about this directly per se, but he could just accidentally stumble upon some Doremi cartoon almost nobody's seen in years or even decades if we're patient. Heck, perhaps through using some of the links he had given out when looking for some dubs we could get somewhere on this bizarre case.
