Probably more likely Mandela effect but the mention of a music video triggered very vague memories of seeing from time to time the Doug intro with some extra animation showing as a promotional "music video" during a commercial break of another Nick Toon back then. They also used to show things like "Killer Tofu" and the scene where Doug fantasizes he's a rapper as "music videos". Again, could be just mandela effect and I'm just conflating it with the other music videos.

I looked through some old Nick commercial breaks I’m hoping to find the theme shown as a music video, but so far no luck. However, assuming it was, that could likely be where people (myself included) are remembering seeing the uncut theme from. That actually makes complete sense.

Yeah, so I’m thinking maybe we should try tracking down Nicktoona recordings from the early 90s. It seems that the one episode that used the full intro kept it for at least a year; it’s possible that all of season 1 premiered with it, though.

Eh, I don't think he'd know anything since the cut seems to just be from an animation aspect. The theme didn't really have any voice acting aside from a few random noises (like from Skeeter).

Billy West had some involvement in the development of Ren and Stimpy, as I recall. Apparently John Kricfalusi considered him a friend (the feeling didn't appear to be mutual, at least not later on). I don't think he was as involved behind the scenes of Doug. Jim Jinkins didn't even want him at first.
Fred Newman would be a better person to ask, considering the song is basically all him.
