I grew up at just the right time to be raised on the internet after the "wild west" era ended but before it became a corporate nightmare, so most of the "terrifying" media I encountered was stuff that was actually supposed to be scary. (Well, supposed to be: in retrospect, much of it just.. wasn't.)
There is like, one thumbnail I remember seeing on YouTube at like 5 am as a kid that scared me way more than it had any reason to:

That is weird how after everything is put on screen it's just weird pong sounds for a few seconds. It's like it's building up for a jumpscare that never comes. It doesn't help the animation looks so off.

Operation, which became a special interest, and as I said in the Cursed Commercials thread, Bluetax Max, which I can't look at to this day without shaking and nobody better not do that to me.

When I was a young kid, I was always freaked out by the *booooowww* at the end of the intro to the Merrie Melodies cartoons with the Abstract WB logo into and the OO of Cartoon in the end of the episodes. This and similar variations used with the cartoons of the time:
In my bedroom when I was 4-7 my parents had put border around the middle of the walls of wallpaper depicting the heads of Loony Tunes characters such as tweety bird, Sylvester, Road Runner and there was a few Wile E. Coyote heads and they were slightly bigger than the others and in low light when I could just see it, it used to freak me out a little. Not that Wile E. Coyote in the actual cartoons bothered me much just the head image on the wallpaper.

Back when Noggin and The N shared a network, the sign on bumper for The N with the large wall of text and the voiceover absolutely petrified me. Perhaps it was because it seemed to happen so suddenly after the friendly Noggin shows, but I would always rush to change the channel.
Similarly, on [adult swim] there was an ad for.. I believe Old Spice? that was airing for a bit in the late 2000s. It was just a red screen with white text saying "residueisevil.com" accompanied by a group of people screaming that URL. Laying in bed trying to fall asleep I remember being so afraid of that ad coming on. I was also unnerved by their bumpers in memory of someone who had passed away that were completely silent, but that feels natural enough..
There's a scene in Total Drama Island where Cody is hobbling around covered in garbage, groaning in distress. I've watched the show many times over since then and of course now it's nothing. The things we find frightening as children can be a bit comical looking back..
