For some reason or other, this Sesame Street segment freaked me out. Apparently I'm not alone judging from the comments on the video. Something about how it was shot and how it was scored combined with how it lingered on that dog at the end made it unintentionally terrifying.
Speaking of dogs and accidental scariness, this scene from the live-action 101 Dalmatians. The jump scare factor plus how unrecognizable Cruella (who was already freaky enough as it was!) looks and sounds beneath that gunk really scared me when I was young.
Finally, when it comes to something intentionally frightening, there was this. Even now, it gives me the willies.
This clip from Arthur, youtu.be/3UX9ImOvUhY, really freaked me out. Arthur usually went hard with its dream sequences. Maybe the idea of food talking back to you is just inherently creepy, but I was scared of this for years.

Late to this but i remember staying late at night watching cartoons, there was this show that was mostly goofy and I don't really remember much of it, but one episode I remember is one where they start turning into zombies, I'm horrified of zombies so this sure did keep me awake and skipping the show entirely.
The episode had them slowly turning into zombies and trying to turn their friends as well, they had white eyes and green skin with darker dots on their body, it ends with two of the main characters and a huge wall behind them, horrofied as a group of zombies slowly approach them and ending right there, I thought they all died and never watched it again.
Not sure how tolerant I was to other things (when I was growing up I loved speculative horror and monsters) but I recall being really scared of the post-termite terrace looney tunes short "Invasion of the Bunny Snatchers" where all the characters are replaced with bizarre versions of themselves that aren't evocative of their actual selves at all...doesn't really help that they were animated differently but I've come around to it now after realizing that it's a really interesting premise to do and it does fall in line with some of the stuff I really liked then and now

When i was little i was scared of Tractor Tom because of the sound that he makes all the time. However when i was 5 or 6 i made myself watch Tractor Tom so that i won't be scared anymore and it worked! Since then I've collected all Tractor Tom dvds in Serbian.
Oh yeah. And there was also a YTP video that referenced the I'm not Tommy from Rugrats. Patrick would be in Squidward's front yard and when Squidward would ask what he's doing, Patrick would turn around with a less detailed version of his face and yell in a high pitched voice, "I'M NOT PATRICK".

The Child's Play films, primarily because of the whole evil doll thing which caused me to have a fear of them for a few years but rewatching the films now I think Chucky's one liners before and after a kill are absolutely hilarious.
