It's possible, but I doubt it, as I believe that no one could even get away with that. Maybe in Albania or Iran, but not the US.

Usually, the pages about Charley and Mimmo mentions that he is a "penguin-like" boy. One source even mentioned that they are anthropomorphic penguins with a round nose instead of a beak, which is pretty interesting.

Do you remember which season from Caillou connects with the intro from Charlie?
Because this was 2010, I doubt that it was the season 5 version.
S1 ran from 1997 to 2000. (intro started with book opening) S2 ran from 2000 to 2002. (intro started with Caillou in his bedroom playing with his toy) S3 ran from 2002-2003. (same as S2 intro) S4 ran from 2006-2008. (intro started outside with Caillou on a bike, mommy, and daddy)
can you remember any specific episode plotlines? remembering a storyline can help narrow down an episode and production year (since i’m assuming the episodes of charlie were made at the same time the corresponding caillou episode was made).

Do you remember how the opening and episodes were like (ex. visuals and plot). Or the channel it aired on? I had Comcast/Xfinity in 2010 (OP said that is the cable carrier that they watched this show on), and don't remember a show like this/a channel that aired a show named Charlie (and was like Cailou)

Where exactly does it say he's a penguin? A "penguin-like" creature is not the same as actually a penguin and his nose clearly makes him a seal but he has penguin feet. He has to be a hybrid animal because no real animal looks like that

When they say "penguin-like" creature, they mean that it looks like a penguin. I wasn't responding in a way to say that he is a penguin, I was just taking note of what I find online. I do agree that the Charlie version of Caillou might've just aired in a certain area. (unknown reasons at the moment; suggesting that it's localization) Interesting how it was completely dubbed with a different name and OP saw it in the US. I find that to be pretty odd.
I checked a video where they show the official intro of Caillou in different languages. (Japanese version is unofficial) I noticed that every single dub from this video doesn't change the name in the title. It's literally just "Caillou", no name alteration whatsoever. A majority of the dubs seen here don't change much. It seems like we only know that the only dub with a name change was in the United States, but nowhere else. Unless, there is another lost dub out there that does include a different character name.
EDIT: Found an updated version, but it's mostly just images. If you go to 12:11 on the updated video, the Persian dub changed the title to their language.

The Dubbing Wiki said Calliou is a French show (https://dubbing.fandom.com/wiki/Caillou) If his name is the same in all official Dubs, then maybe it is an unofficial dub? (ex. Spongebob has many unofficial dubs)

Popped the Persian name into Google Translate and it turned out to be "Kayo"
