Haha no problem, you helped me a lot too, let me remind you that I was about to drop this search when you offered your help
Oh yeah.
I'm going to contact an admin to see if we can put a page for this on the Wiki. I'll probably wait until a) the movie is uploaded or b) our lead goes cold to do so. It probably would warrant a found page. It's been off the internet for over two decades, and most of the information about it is wrong.

wow, iam actually really honored a thread of mine has gotten so much work put into it, let alone a possible wiki page coming up! my first thread on the site to get that much attention lol:p and to think it all started from when i just happen to click on Joan Jett's wiki page lol
Hello everyone! I felt I had to respond. This is Rik (credited in the film as Rikaard Dam Olafsson). I was a stage actor in San Francisco in the late 1980s and early 90s. I worked under my legal name, Richard Damon Olson, and worked for a few years as an actor/model/singer before leaving SF for good in the late 1990s. I met Carlo (Carlo D'Amore) while doing a play at the Alcazar Theatre in San Francisco’s Tenderloin District. We became fast friends and he recommended me for this film. I met later with Carl (Carl Forest Sandler, the director) and was eventually cast as “the boy who learns he is HIV+.”
“Talking About the Weather” was a good film. I loved making it. This film was my last “gig" tho - I ended up going back to school and studying biology and chemistry (I had an earlier degree in literature and theatre arts). I finished my doctorate and work today as a pharmacist. I have a YouTube channel, “Rik is Major Drama”, where I showcase some of my music and other interests.
And yes, Joan Jett was erroneously credited – it should instead be Joan Jett Blakk, a drag artist.
Thank you for your interest in this film. – rik d. olson

Thank you very much for responding us! This Carlo person, was he involved with the development of the film? Also, I'd like you to confirm if we got the crew roles correctly?
I cannot confirm the others (haven’t studied the credits) – although I am acutely aware of Carlo (actor Carlo D'Amore), Carl (director) and Joan Jett Blakk, even though I had no scenes with her. I don’t know if Carlo had more of a role in the development of the story. You’ll have to ask him. He lives and works in New York City.
I promised to send you a copy of the film but, after careful review, I do not own the rights to the film and cannot do so. I signed a contract as well. You’ll have to reach out to the producer and director. They own the film. I am very sorry.

No problem at all, actually thank you very much for this piece of information. Is there any means of contacting this people that you can provide us? Like an email or something like that?

Alright people so here's the thing: Rik doesn't want me to post our email conversations here, so I cannot tell you much about it, I'll keep you informed on my future activities regarding this, but from now on, I'll treat every piece of information Rik gives me as confidential and personal, so I won't be posting it unless he says otherwise

Alright, Rik said that he will be contacting me with more info in the next few weeks, so in the meantime, I think another updated summary is necesary, since the search isn't over just yet. Let me remind you that I will include only what we knew BEFORE Rik's petition of not sharing details in this forum. With that said:
Talking About the Weather: A 1994, 11 minutes short film, featured in the SF Lesbian and Gay Festival 1994 (now known as the San Francisco International LGBT Film Festival). The plot is about a boy who's on his way to Washington D.C. to a political march when he meets a HIV+ guy, and tells him that he needs to talk to someone. The movie was shot in San Francisco, California
SF Lesbian and Gay Festival: Currently known as the San Francisco International LGBT Film Festival (and also known as Film Arts Festival), is the movie festival where Talking About the Weather (as well as several other LGBT productions) were shown
Film Crew
Carl Forest Sandler: Director (and possibly screenwriter) of the film, he studied economics in California, there's a possibility that he's residing in New York. Apparently, he has several copies of the film, he also seems to share the movie rights with Bob Smith (producer)
Bob Smith: Producer of the film. Although it hasn't been confirmed, we believe that other of his works includes Wilderness Day, episode 13 of season 31 of The Joy of Painting. He seems to share the movie rights with Carl Forest Sandler
Lydia Lo: She took care of the audio department of the film
David E. Johnston: Composer of the film's soundtrack (and possibly had a role in the film). Besides Talking About the Weather, he also worked on (at least) two other shorts: Lush Life and Lifesaver
Andrew Blair: He took care of the cinematography (and possibly had a role in the film. He's russian, and he also works as an actor, though he mostly works as a cinematographer
Actors
Richard Damon Olson: He plays the “boy who learns he is HIV+”. He is credited under his old stage name, Rikaard Dam Olafsson, though nowadays he goes by "Rik". He worked for a few years as an actor/model/singer before meeting Carlo D'Amore, who recommended him to Carl Forest Sandler for the movie, and eventually was cast for the role. He's currently residing in California, and he has a YouTube channel (Rik is Major Drama). He has a copy of the film, however, due to copyright issues, he cannot share it with us. He studied literature, theatre arts, biology and chemistry, he's currently working as a pharmacist
Carlo D'Amore: He has an unknown role in the film. He met Rik while doing a play at the Alcazar Theatre in San Francisco’s Tenderloin District and quickly became good friends. He introduced Rik to Carl Forest Sandler. He currently lives and works in New York
Joan Jett Blakk: She has an unknown role in the film. Her real name is Terence Smith, and she was a pretty famous performer back in the 90's
Others
Joan Jett: Famous rockstar. She's incorrectly credited for having a role in the film. She's being confused with Joan Jett Blakk, most likely due to the similarity of their names
Nancy Kates: Successful independent filmmaker, several times awarded in her career, she studied at the Standford University. According to Rik, she wasn't involved in any way in the film's making, so she's also being incorrectly credited
And I think that's pretty much it for now. Like I said, Rik said that he will be sharing a bit more of information with me in the next few weeks, so I'll keep you informed, however, let me remind you that this is now treated as private information, so I will be more selective with what I can actually say and what not
Looking into the Bob Smith lead, he may have also done some production work on a documentary series called Hard Knocks in 2008-2009. www.imdb.com/name/nm3714225/

Got some more info about the credits:
1- The script was writen by both Carl Forest Sandler and Bob Smith 2- Andrew BLACK (not Andrew BLAIR) was the director of photography 3- Nancy Kates was indeed involved in the film, so it seems that Rik got that one wrong. She had a extremely brief role, she also helped with the sound recording 4- Tony Meredith is the name of other of the actors of the film 5- Jeffrey Whitten took care of the art direction
