Something that catches my attention is that he said "I never credited Joan Jett", as if it wasn't his fault, that makes me believe that, originally, he was the one in charge of the credits and he did credit Joan Jett Blakk, but, as I speculated earlier, maybe somebody else who didn't watch the movie saw "Joan Jett Blakk" and figured that there wasn't any other Joan Jett, and he thought that it was unnecesary to add the "Blakk", and since the movie is nowhere to be found nobody could check the credits directly and they had to use those crappy credits instead, that would also explain why we haven't found a full list with the whole crew, maybe this hypothetical person just credited the people who thought only was necesary. I don't know, I'm just thinking out loud here so don't mind me too much
But Joan Jett Blakk is her full name. It's the name she ran for president under. Joan Jett, the rock star, would have been popular only a decade earlier. She was producing music with Bikini Kill in 1994. It could be that Rik never credited Joan Jett Blakk in full, but then why would he be crediting her in full on his little "Life in the 1990s" documentary/music video.
He might have used it for other things at the time, but this is the only thing we have documented online for him. Who knows!

Rik just gave me his e-mail, he said that he'll send me some info on the film. I'll post here anything he shares about it with me, and of course I'll ask him if he has the movie and if he's willing to share it with me afterwards, for now I'm waiting for his response

Hey! Our film was featured in the SF Lesbian and Gay Festival (1994) – it’s now called the San Francisco International LGBT Film Festival. Joan Jett Blakk (and not Joan Jett!) was featured in this film. Yet, if you google the film "Talking About the Weather," IMDb credits Joan Jett. This is clearly not the case. You can google Joan Jett Blakk and get more details on him/her. Not sure how the mistake occurred – the names are very similar, however. Also, they also credit Nancy Kates on IMDb (she was not in the film- I have no idea who she was or is).
I used parts of the film for my YouTube video “Monsters, Freaks & Creeps” – however, I never credited Joan Jett. I give mention of the film and the players and director although I have no official permission to use parts of the film in my video.
I enclosed some images of a review of the film back in the day. Please let me know if I can help additionally.

I have no idea. It could be that she was involved with a different film at the same festival. All the information that I can find about her is related to a Susan Sontag documentary, but that didn't come out until 2014.
I think we only had one or two sources for Kates.
