Well, while we wait for Rik is Major Drama to respond to senshisun or me, I decided that it's time for an updated summary of what we have right now:
Talking About the Weather: A 1994, 11 minutes short movie directed by Carl Forest Sandler, the music was composed by David E. Johnston, Lydia Lo took care of the sound department, Andrew Blair was the operator, and the stars were Joan Jett (Blakk?), Nancy Kates and Rikaard Dam Olafsson. The movie was suposedly shown in some movie festival called Film Arts Festival '94
Film Arts Festival '94: We know nothing about it yet, the official website redirects to a hotel website which contains some information about it, but nothing groundbreaking
Carl Forest Sandler: He studied economics in California, there's a possibility that he's residing on New York
David E. Johnston: Director, writer, actor and composer. He worked on at least 2 other shorts besides Talking About the Weather
Andrew Blair: Movie operator and actor, he's from russia
Lydia Lo: We know nothing about her, other than she took care of the sound department
Joan Jett: Famous rockstar, we thought that she was the star of the movie, though recent evidence suggests otherwise
Nancy Kates: Succesful independent filmmaker, awarded several times in her career. She studied at the Stanford University
Rikaard Dam Olafsson: Actor of, presumably, romanian descent. He seems to have a big fan on YouTube who goes by the name of "Rik is Major Drama". Hell, he might even be RIMD himself
Joan Jett Blakk: Recent evidence suggests that she's the true star of Talking About the Weather, and she was being confused with the rockstar Joan Jett. Her real name is Terence Smith
Rik is Major Drama: YouTube user who makes really... specific videos, he seems to have some knowledge about the film and its cast, he might even be part of it. His Twitter is @rikmaddrag

You were right about Bob Smith, I found a lot of Smiths but not our guy, I couldn't even find a reference to his work on Talking About the Weather, the only thing I found was an IMDb page of some guy called Bob Smith who was the producer of Wilderness Day, episode 13 of season 31 of The Joy of Painting (Bob Ross' show),I'm not sure if this is our Bob Smith, however, according to IMDb, Wilderness Day broadcasted for the first time on may 17, 1994, which is the year of our movie, so I guess there's still some probabilities that this is our Bob Smith?
