Did OP give us an exact time frame though? They only mention the 2000s which could mean 2003 or 2010. For context, the Chiller channel started in 2007 and ended in 2017. Admittedly I'm not wholly sure when these ads aired. It could have been towards the end of its run, especially considering the bear ad was weirdly uploaded as a YouTube short. I'll look more into that.
Edit: In that one reddit post, someone says they aired in the early 2010s. I say that could still be within the time frame of the 2000s.
Edit edit: Okay I saw the comment where OP thinks it was 2005-2007. I'll be honest though, memory is a funny thing and I don't think the early 2010s is too far off? I don't wanna rule this out until OP has a chance to view the reddit descriptions and see the shittily filmed bear ad as an example.

The basic gist of Chiller Network's "making sure you're awake" ads sound like it was one of them and I remember TV Land back then had normal ads for the then new Chiller Network so it's very possible that's what it was. I showed my mom and sister the bear ad and told them the basic gist of that line of Chiller Network ads and the three of us came to an agreement that it was either a hack or a Chiller Network "making sure you're awake" ad.

Speaking of jump scares. I remember one that was pretty popular on the internet growing up. It may have been on something like Stupid Videos.Com. It had secruity cam type footage of a seemingly normal man sitting on a couch or something like that qnd nothing happened for quite awhile before a jump scare at the end. It was one or those "look closely" type videos. Maybe I should make a thread about it lol though I don't know if it can be found. There's probably a million like it out there.

Idk if this search was summed up to made up or just twisted memory. But, i do recall a similar commercial. But I'm in VA, it seemed like a local commercial. I THINK it might have been for a local amusement park. There's a white couple floating around in a pool on innertubes. I thought it was like for a sandals cruise commercial or something. Just before they reach the edge of the screen. A GUY pops up from the corner of the screen with a painted white face, painted black eyes, and i think sharp fang like teeth. Then it ends with a promo for the park.....i think. I have more of a timestamp thanks to a spanish teacher, she recorded "Scooby-Doo, and the monster of Mexico" for class. It aired on Cartoon Network multiple times, best window is: Oct 31 2004 Sep 22 2005 Oct 13 2005 Oct 21 2005 Oct 24 2005 Oct 29 2005 That is my best guess. So either OP has his stuff twisted, or we just happen to see a similar commercial for different stuff.
There seemed to be enough clues to this particular one (Cartoon Network, October, 2004 or 2005) that I went searching through lots of old commercial compilations. No dice. Might have truly been a regional ad.

Again, may or may not be what OP saw, but I'm excited to share that I just managed to find 3 of the Chiller "Just wanted to make sure you were still awake" bumpers. They were posted to NuContext Creative's Vimeo channel 13 years ago.
