I just emailed Bavaria Film (aka. Der Bavaria Atelier), the company that produced the cartoon at the time, to see if they still have the episodes in their archive. I'll share my results here if I ever get a response.
Use a USB VHS reader and a capture program to record the content, that should do the trick.
I'm actually working with her to digitize the tape, but she can't use her account here anymore, idk why. It is currently being cleaned (as it was indeed very moldy) in an specialized place, then it will be digitized. Maybe next week it will be ready.

So where is the tape now? Have a link?
It was digitized a long time ago. It is in a good video quality, but it could be better. Her tape was indeed in a very bad state, but the video is now ready to be watched.
It has it all: that hospital episode from the Austrian museum, the episodes featured in the photos from the french website, the one that is available on YouTube, and many more. It sums up to 19 episodes = all the episodes. It actually didn't have 53 episodes.
Malena and I are now working on a documentary about the search for Gulp, the alien that the world forgot. So we will only release the tape along with the documentary. It may take a while but it will be worth the wait.

They awnsered me a long time ago, too. They do not have the episodes in their archives anymore.
Yes... At a certain point this thread turned more towards Gulp, haha.
But I have suspects for the creation of Lobo: Fritz Goller, Iwan Daskalow and Helme Heine. Togheter, they made a series of animated shorts that also aired on Glub Glub called "O Carteiro", originally called Tür-Postbote or Felix und Hanselmann: Eine Lustige Postgeschichte. The style is very similar of that of Lobo.
BREAKING NEWS: Lobo was just found! I made a post on the r/AskSwitzerland subreddit and the Swiss were able to help me in less than 2 days! Thanks to u/papillon232 for finding this info!
Well,... apparently the right thing to do would always have been to contact the natives, right? And as for Gulp... he's already coming, he will soon arrive!
Behold, the full credits of Lobo, according to the Swiss TV station RSI:
