I was just confused by it. My assumption was that by "production material," Modwallet6 meant files used in the production of the dub, so this file was probably supposed to be dubbed over in Persian. But then, the video seemed to end at a point at which, in the English version, would cut off the narrator. Also, why would somebody still have any production material, but only this one file?
It's also interesting that they would leave the statue of Isa in for airings in the Islamic Republic. I thought Islam was pretty strict about depictions of holy figures. (Not exactly proof that it's fake, just unexpected.)

Sorry for being really late to this thread but I think it likely wasn’t broadcasted through the government’s Islamic Republic of Iran Broadcasting aka IRIB (which is the sole domestic TV and radio enterprise in Iran) and instead broadcasted through some low-budget satellite channel. there is a massive network of these kinds of channels here in Iran where they broadcast usually uncensored movies and TV shows, Iranian or not, often in low quality and with constant ad banners at the bottom and/or top of the screen.
That would explain the lack of censorship, since these channels operate outside of Iran and distribute themselves through satellites not operated by Iran’s government, which means they could get away with not censoring anything. In the case of the SpongeBob dubs, they had to go through government approval which means no more half-naked Sandy.
It could also explain the fact that it was "shittily dubbed”. I couldn’t find any dubs of Ratatoing with a quick google search (putting the title in English and adding “دانلود” (Persian for download) or “فیلم” (Persian for film) should exclude your results to Persian). So whoever owned the channel probably took the matter into their own hands and dubbed the movie themselves (Gem TV, one of the more popular and high-budget satellite channels, do their own dubbing for example) or the dub they used was mislabeled as Ratatouille, which is possible since Ratatouille in Iran is simply known as “The Chef Rat”.
If Kira’s still available, ask her if she remembers anything about the channel that was broadcasting the movie (logo, name, etc) and if she remembers any text on screen that indicated the title of the movie.

Great insight, very much appreciated! Most likely was a local dub considering the unpopularity of the film.
Wish I could ask those questions you mentioned but Kira is not available to me anymore, they ghosted me and all my friends on that server a while ago. I even tried contacting them about that fake lead I got a while back that I didn't check the audio for before rushing in, got no response. I'm not very interested in this search anymore, I was basically just jumping to start any sort of lost media train I could when I made this thread. But I still appreciate updates and any leads people might find. Doubt this'll be found tho, tbh.
