There are Spanish dubs for Ratatoing and The Little Cars. The latter is infamous because "the great race" was translated like a sexual innuendo.
But the Middle East DOES make illegal dubs. Just look at SpongeBob.
Yeah they do. In fact, Western animation is more likely to be illegally dubbed than anime because of their shoddy relationships with the US in general compared to Japan which they are more relaxed to. And to be fair, the Middle Eastern countries aren't the only countries out there that get more Japanese animation than American animation.
This seems to be just the normal movie intro (from the English dub specifically, I think) with the dialogue poorly edited out. The audio quality has me thinking that if this clip is from the Persian Ratatoing dub, it's gotta be an unofficial/illegal dub with a very low budget.
Also, if modwallet's lead doesn't work out, should we try to search for other people that could possibly be behind this dub?

Hmm, I didn't want to say it outright since I didn't want to be skeptical so quickly but I also think modwallet was being messed with in this situation... I was hoping for the small chance that the dub/a demo clip was just really poorly made but the longer I think about it, the time at which the clip cuts is pretty random. I can't see why someone would have it cut it at that specific point, even if it was for demo purposes or something; if it was for a demo or something like that, they probably would have at least shown a full scene.
