Some time ago, I made a post on the "unidentified media" thread regarding unknown storyboards found in an old lyric video. Now at first, the comments were mostly filled with speculation as to what it might be. Which is where the name "Most Mysterious Movie" comes from. But then user mickey_rooney discovered a ton of information about the film and its origins.
After image searching the poster shown toward the end of the video, mickey found an Israeli website that listed various different Israeli animated films and/or projects that never got off the ground. As well as some contact info for someone who might've worked on the film.
I also found a promotional trailer uploaded by the same account as the concept art video. Which features colored storyboards, voice work, and a summary of the plot.

Not only that, Elimeleh69, the original uploader of the video, actually replied to my comment regarding where they got the storyboards.
Now that we know for sure what it is/was, I think we should try contacting the people that might've been involved. There's also something interesting I think we should look into. The previously mentioned promo trailer states that several people from various notable productions, such as The Land Before Time, Reboot, Disney's Dinosaur, and We're Back!, might have worked on the film. Which is pretty interesting considering that this was supposedly a foreign film made by a smaller studio. For all we know a lot of big name artists could have worked on this movie. All we need to do is try to dig for the answers.

The article is dated November 8, 2012. It is a question about the Israeli animation, namely studio TaleCity. User Bayaron at the beginning tells about canceled project, which was supposed to feature 3D animation - "Talekeepers". The reason for the cancellation is unknown (Bayaron assumes that this was due to the project creation time being too long and the graphics being outdated by that time). Trailer:

The studio decided to start a new project. And it is... "Heroes and Monsters"! The article presents the official poster.
The film was supposed to have famous characters: Agent 007, Superman, Dracula, Frankenstein, etc. There was a big conflict with the copyright holders. The project is rumored to be permanently frozen. It remains only to look at the sketches:

Bayaron says that there is almost no animation in Israel because of the problems with funding.
I'm not surprised that it turned out to be an Israeli project. Name user sound like a Hebrew word/last name. I searched for Elimeleh on Facebook. It turned out that there are people with this surname and almost all of them live in Israel. So, I think our Epica fan is a former member of this studio. And I found their last comment under this video:

We should try writing to them again! Or start looking for contacts of TaleCity Productions.

UPD: Okay, I decided to give it some more time. They left a job offer in 2004:

His Facebook page says that he worked at TaleCity from 2003 to 2007. He is listed as the creator of the 3D animation, so... this means that he left after the failure of their first project.
The search engine shows that he and Dudi have profiles on Linkedin. But I don't want to register there yet.
I didn't find TaleCity website or anything else. But there are many names on the poster. I didn't check them. In short, if someone wants to go even deeper, they need to check out everyone else.
