i got sent back a message from Cartoon Network and they said "Unfortunately, this information was not available for us to retrieve. Sorry!" so its existence is unconfirmed at this point. Im still holding on to hope one day, it maybe be found.
In the articles I linked, supervisors from the "Subway Franchisee Advertising Fund Trust (SFAFT)" commented on the brand deals relaying their excitement about the promotion, I actually wonder if hitting up the SFAFT would give us any results. Actually, just asking if there were commercials for every Subway Kids Pak promo would be a lead because I can't even confirm if there was or not.

My best guess is, Cartoon Network may not even have a huge amount of info about it. I mentioned this commercial, if it is the one I recall (vaguely), then it was just snips of some episode someone put together, so CN may literally have just got a phone call saying "Can we use this? Here's some money." and CN was like "Ok sure."
It's not a thrilling explanation, but I think it would cover pretty much everything. As for being found, there are at least a dozen YT channels that catalogue old commercials and bumpers, I found several based on my quest for pure nostalgia and need for old commercials. So I can imagine someone will eventually hit it. Or I hope they do.

I guess this isn’t really proof of anything, but I was talking to a friend IRL about this. He watched CN religiously in the 2000s and normally has a good memory. He doesn’t recall any of the Subway promotions being advertised other Powerpuff Girls and Dexter’s Lab in 1998 or 1999 (and he says he had some of those toys).
It may never existed to began with, Cartoon Network really treated this show really badly when it still getting new episodes. if it does not exist, thank you for the people who was involved in the search

So I should mention I couldn't figure out how to contact the Subway Franchisee Advertising Fund Trust people, I couldn't find an email? Also they were once separate from Subway I guess? So really, they would probably be the people to contact....although I highly doubt the same people work there. Looked up the person listed in the Time Squad article and a Subway franchise owner with her name came up, but I wrote that off as coincidence.
Time Squad was not a popular Cartoon Cartoon when it first aired, unlike the Powerpuff Girls. Like Whatever Happened to Robot Jones, it didnt get in to HBO Max. So thats why they didn't make any promos for the series or DVD releases in the US or even Itunes releases
Which is too bad because I loved it as a kid. Honestly I was surprised just hearing about the toys existing in the first place. I do think there's a slim chance of the commercial existing, but I think the focus needs to be on all of the cartoon cartoons and not just Time Squad because it would help the search.
I'm gonna make a thread addressing the entire brand deal and what was found in here. Since it's sort of an unverified thing, would it still go into the lost media category?

Quite a few did actually. Dexter's Lab, Johnny Bravo, Sheep in the Big City, PPG, and I think Cow and Chicken (might be getting it confused with Taco Bell's). But yeah that's a pretty big chunk of Cartoon Network's classic lineup.
Edit: Also forgot to mention Courage! Courage also got toys through Subway.
