During one of my YouTube crawls, I was looking for old commercials for Disney's One Saturday Morning on ABC, a block I watched when I was very, very little, and found this ad from before the block even began (which you can tell because it lists the launch date as September 6; it was pushed back a week so that ABC could cover Princess Diana's funeral).
Something I noticed at first was that there was footage from the 101 Dalmatians pilot that parts of were shown on a promo on some Disney VHS tapes around this time, but Recess's footage looks more like the final show. The main point of interest, however, is the footage they used to promote Pepper Ann.
The first few PA clips look close to the finished show, but they have much rougher colors (even compared to the cel-animated first season, which itself looks rougher than the rest of the otherwise digitally-animated series), and the title character's mother has a different design. But then you have the last two clips, which are undeniably not from the finished show at all. Pepper Ann's proportions are noticeably different (especially her face) and the animation itself is way more fluid and bouncy than what we ultimately got, kinda like what little we saw of the Recess pilot. They don't even look like they came from the same pilot. Either there were two pilots or the more fluid footage was just test footage (the white background seems to suggest the latter).
Though it doesn’t invalidate your claims, I should point out that the other character in that one clip is Pepper Ann’s aunt, not an early version of her mother
I'm not quite sure what you mean by rougher colors for the first two clips but in the third clip Pepper Ann looks a lot like one of the early designs she had and that seems like it might have been part of the pitch to Nickelodian before they pitched it to disney (or after being pitched to disney but before the final design. Took screenshots for easy viewing

I’m certainly interested in this and have posted this so that the members of our discord will know about it. Pepper Ann is a way underrated series, and I still have hope that we can find all of the lost episodes and perhaps even one day we can at least get P.A. fully released digitally by Disney.
