As I stated eariler, I haven't watched much Spongebob, so if someone knows an episode that has a scene similar to how multimediacuban states, let me know (because the Frisco Roughriders did not commission unique animation for Spongebob)
There is an episode where Spongebob has a house party but I don't remember him getting help from anyone to decorate. It's season 3 episode 11.
As this does fit the timeframe of pre-2005 according to Tony. If this is it (and multimediacuban recognizes this), I could make a mockup of the video to hopefully get some more publicity on this search

I had thought about that episode, and I can assure you that is not what I saw. I remember seeing the house party episode on DVD a few times when I was younger, and what I saw at the baseball game was very different from any of the scenes in S3 E11.

Ah ok thanks for clarifying. I'll keep digging and let you know on other possible episodes.
Once we find the episode, I could make a mockup of the video with the clip & the script (I don't have voice actors, so most likely TTS) to hopefully get some more publicity on this search (I assume the one you saw was also about having fun like what soupnerd saw?)

It was definitely around the time mentioned by soupnerd; I have merchandise from a RoughRiders game dated either 2005 or 2006 back at home.
Ah ok cool.
Been about a week since I sent an email to the general RoughRiders contact email, and no response. I'm beginning to suspect they disregard emails for non-business purposes on those emails, so we need a 2nd plan. I found other contacts (see page 7 of this thread), but I failed to find anything but LinkedIn for them.
EDIT: I looked up "Spongebob Patrick Squidward Party Episode" and found this episode (I linked to the episode gallery): spongebob.fandom.com/wiki/Opposite_Day/gallery Do any of those images ring bells?

Can it be possible a bunch of different episodes were cobbled together to make this safety clip?

This is what I think is the case, as Tony said this in the email I sent over some times ago: Also, prior to each game the RoughRiders would play a video stating the ballpark rules. This video was an assemblage of clips from movies and the version you saw may have included some Spongebob clips. (The script to this video is on the bottom of pg. 6 of this thread)
Season one was cell animated so that's why it looks a bit different, also season one of any show looks pretty different.
That is true as well. So that narrows our search from seasons 2-4 (no episodes after 2005 are candidates for the video because Tony stated that all the footage was from pre-YT era)

Oh wow I somehow missed the script! I'm honestly picturing literal scenes from various episodes being used in correlation with what is being said in the script. Instead of it being this cohesive narrative, it's just whatever matches being said. But I dunno that's just a theory and I could be way off base here.

Are you thinking of any episodes in particular? I could take a look and see if I could find them online to begin recreating the video. Recreating the video hopefully will spark some memories and get us closer to finding the actual animation.
I'm thinking it could be similar to fanmade edits people make on YT based on pre-existing content (ex. AMVs and fanmade scenes made from pre-existing clips)
Maybe we should also start hunting for people who spoke this script to contact? Although IDK what job position that would be.

Dunno how helpful this is, but Comcast owned minor-league baseball teams at some point, and, quote from this old article:
Being affiliated with a large corporate parent like Comcast has its advantages. SpongeBob, the popular children’s television character, has appeared at the games. Comcast’s airs Viacom International Inc.’s Nickelodeon, which produces the SpongeBob show.
