There's also the supposed audio that played along with the image. Not only that but we don't even known the whole origin of the outage: was it Nickelodeon of Foxtel? There are clues that it was Foxtel but this hasn't been confirmed.
Edit: Didn't see some of the previous posts before posting this, my bad. We can likely say that it was Foxtel/Viacom. What we are looking for is if anyone recorded the audio from the Spongebob image or the other "Technical Difficulties" message.
Based on all the evidence, there appears to have been a larger Foxtel/Viacom outage in December 2013, but only in a specific area of the country. They couldn't fix the issue for at least 10 hours, so they aired a loop of SpongeBob (presumably across all the affected channels). The title card viggers provided us aired in between airings of SpongeBob, as well as at the beginning of the outage.

Well we've at least solved the mystery.
Yeah, I think we can safely say at this point that the Nickelodeon Australia outrage happened on the Foxtel services sometime in 2013 in Melbourne, Australia. I'm not sure if finding footage or audio of the incident is necessary, especially since we solved the mystery at this point.
Despite the frustrations of normal day life we go through, the best thing to do about it is still being happy for our friends and family.

Okay that makes sense. But now what? Do we have this moved to found media? Should the information on the Nickelodeon Australia-Wikipedia page and the Nickelodeon Australia-Nickpedia page be changed?
At this point, while we reasonably hypothesized how this happened, it doesn't mean that the media itself is found or how it happened is 100% confirmed. It's kinda like if we reasonably concluded that Clock Man aired on Pinwheel and ended the search then. When OP made this thread (what ever happened to OP anyway?) they intended to find the bumper itself, which once it is found then the search is completely done. If finding this footage is worth searching for is up to the community, it might not be given the bumper itself doesn't have much importance or excitement behind the mystery of it. But people might still be interested, who knows. I'm just at ease that the mystery of it is most likely explainable now.
