I found this on internet archive yesterday. I thought it may have something to do with Jumper, but after watching it, eh... That's not it. Interesting find though. I will keep on looking on Internet Archive and I may share what I find.

Maybe, but it doesn't have a belly button, though that could've been a false memory, might be worth a shot looking on eBay for a Webster puppet to see if it might be it.

That person sent that AI fake Jumper image to LSuperSonicQ and he forwarded it to me almost 2 weeks ago. Knew it was AI the moment I saw it, weird floating Kermit with messed up hands and feet, and the man is missing an arm (and eyes?!). Smh!

I sent an email to the owner of the company Axtell asking if he recalls the puppet Webster the Frog being used for a kid's show on VHS in the 80s or 90s. He replied that it's very possible, as his puppets were used in many productions and they've been selling since 1982, but that he wasn't familiar with a show called Jumper. I also asked if Axtell had any other monster or beast puppets in the 80s-90s that have since been retired from sale, but there haven't been. (I saw a few monster and beast puppets on Axtell's website but I feel like those probably weren't the ones on the show.)
So it's still possible that at least the Webster the Frog puppet could have been used as Jumper, as not everyone who bought a puppet from Axtell would explain what they'd use the puppet for to the company.
However, I don't know for sure if Webster is actually the same puppet used in Jumper because it was so long ago, it's hard for me to remember exact details without context. I would need to find more evidence. It could have been that Axtell's puppet video clip just looked similar aesthetically to the show and that's why it sparked something in my memory.

I just found this, and it does have a round belly with a belly button like the OP said so maybe this might be it? Maybe there is a puppet based off of it.

look, we all share the common goal of unearthing lost media, i think it's only fair that we all pitch in somewhere.
just looked up LSSQ's vid on this topic, and a user in the comments, "blamecanada_", brings up a good point, if this was a show that somehow was at one point (Which according to OP doesn't seem likely) broadcast on PBS or something, then it probably was taped over, provided they had it in the first place, and that even if they didn't, it still could've been taped over, a feature that had been introduced on the Betamax's, which of course caused lost media content to springboard a bit, as now old content could be erased with no trace, out of sight, out of mind... or worst case scenario, no one cared enough about it and destroyed the tapes, which again would put it out of mind for good, as it no longer exists, so, while I'd double check, these could be possibilities, although to the lesser extent now.

A long stretch, but could it have been some sort of pilot/test project where they may have used a puppet like the scandinavian Skurt puppet, and tried to make a US version or something?
I searched this thread and couldn't find any previous mention of Skurt, so I hope I'm not just bringing up something already debunked.
He was fairly popular in Sweden and Norway in the 90s, maybe in Denmark and other scandi countries too, I'm not sure. I believe here, he had a female TV presenter/puppet handler/VA, but maybe someone tried to pitch something different in the US?
