Well I found a channel called City Saskatchewan that was called SCN until July 1st, 2012. Do you know if it somehow has a connection to this channel? Also, do you have any evidence of it existing? (Like print ads for the channel in magazines)
City Saskatchewan and SCN are the same channel. The channel was originally owned by the local government but got sold to a cable company in 2012.
As part of the channel's original broadcast license, City Saskatchewan must run children's programming - which they still do. It is the only City channel to run content like that.
I recorded the role August 2007 through January of 2008 in Singapore for Odex.
These are OVAs and from what I can tell, were never aired on television in Singapore. Was this perhaps an attempt from Bandai Visual USA to dub them (Singaporean dubs started to get released in the west around this time) that got denied by Sunrise? They've banned the release of English dubs they don't view to be good enough (Mobile Suit Gundam Movie Trilogy and Gundam ZZ).
Very little gets recorded there now, so this is a somewhat documentable list. Take it as a companion to my earlier Philippine thead (which I've struggled to get content for).

The same song was used in a Sephora commercial, which indicates it's just a track available for ad agencies to license. That's why YouTube's bots recognize the song.
Adweek credits the music on the Sephora campaign to Premium Beat, Marmoset and Barking Owl. The first two have publicly accessible sound libraries you can search through. I didn't find the song. Barking Owl has worked with Argonaut, the ad agency behind the Sephora ad, multiple times. I'd send them an email, though I doubt you'll get much. Their business is selling music to advertisers, not individuals.

According to rumour, Canadian animation company Nelvana allegedly produced an English language pilot for Toei Animation's Fist of the North Star anime. Those that are familiar with the property are probably well aware that it's kind of the anthesis of the children's fare Nelvana would come to be known by. But those familiar with the company's early output will know it wouldn't be too out of line with the Nelvana behind Rock & Rule.
Because this is a rumour, there's no real confirmation is actually existed. As such, no footage. We don't even have a good grasp of when it may have been produced (my guess is late 80s to early 90s given Manga Entertainment picked the show up in the late 90s).
Great! Now we know that we have two versions, one French and one English, as well as 26 episodes for each version, meaning we have a total of 52 episodes to find. I'll be on the lookout for the French version. Perhaps we might find something that way.

If the site started in 1999 but Archive.org only indexed it from 2009, then the site most likely wasn't under the same URL. Dig through the earliest posts to see if there are references to older versions. Or, just ask the owner.
Have to wonder if it only aired in Southern California as a test market that just didn't pan out. It's hard to believe Nintendo and DiC would concentrat on a local market like that, even if it is a big one.
I'm not sure that claim about the show only running public domain cartoons is true. In this clip you can clearly see them cutting from Muppet Babies.
Shouldn't it go to Lost Media? The tapes have been out of print for ages and I can't find any second hand sellers. There are no online rips of the three either. All that was found was their names.

The Spider-man video addresses the issue of physical abuse. A young elementary student is afraid to tell anyone that her father physically abuses her. Her friends become suspicious of her bruises and they ask Spider-man to help out. Spider-man is able to give the children advice and eventually Maria tells her secret to a trusted adult. This presentation is appropriate for second graders. They will become aware of physical abuse and how it is different from a normal discipline. It also reinforces the need to have a support system of trusted adults that they feel comfortable talking to. Our main goal in all of our programs is the importance of students telling adults about bad secrets, which is defined during the facilitation. The students are also asked during our visit to name some adults that would be included in their personal support system.
