I checked the YouTube channel where that weird video was uploaded. It has 95 suscribers and last video was uploaded 5 months ago, so it could probably still be active, also, every other video uploaded seems to be the same kind: some weird, creepy, oddly edited video with some dubstep music or whatever, they have weird titles too like "I Have Cancer So The Hell What?", "Bullies Are Fugly", and "Everybody Hates a Tweaker", just to mention a few. Also here's something interesting: in the Monsters, Freaks & Creeps video (which, by the way, is the most recent one on the channel), there's a part on the description which says:
"Talking About the Weather” (film), featuring Rik, Carlo and the legendary Joan Jett Blakk (Carl Forest Sandler, 1994)
Carlo is probably Sandler but... Joan Jett "Blakk"? Well guess what? I googled her and she... exist...? Apparently that's the artistic name of some performer called Terence Smith
Also, I figured that this "Rik" person is Olafsson (his first name is Rikaard) and the channel's name is "Rik is Major Drama". Several videos mention this Rik person, and they do in such a normal, casual way that it makes me think that this dude knows "Rik", Also, according to the uploader, there's this "Joan Jett Blakk"woman, so could it be that Joan Jett Blakk is being confused with the famous rockstar Joan Jett?

Putlocker? My cousin used that to watch Zootopia and other movies, and he tells me it's not a virus, I still think it is though.
As far as I know, Putlocker files can't contain viruses, but the ads sure can. I'll take a look.
Fun fact: What do all the people who worked on Talking About the Weather have in common. None of them are in the movie industry. I think this may have been a one-off thing for everyone involved.
Well Joan Jett appeared in several movies, Nancy Kates has been pretty succesful and David E.Johnston worked on a couple more of shorts, but I think you're right with the rest of them, as if this was some kind of weird college experiment in which Joan Jett was dragged into somehow, and afterwards everyone kept going with their lives and nobody ever talked about it again

Yeah like I said on a previous post I have a little bit of paranoia and OCD so I don't trust pretty much anything, with that said, I also used Putlocker a lot back in the day when downloads weren't as much of a pain as they're now, and it's an ok service, but this specific website acts really sketchy, not to mention that I don't even see a Putlocker logo anywhere

Found a website which supposedly has the movie to watch online, bus every time I click the "Play Movie" button it just keeps re-opening the same website over and over, also it says that the movie is from october 1995, and it says its duration is 0 minutes so... yeah, I'm really afraid that it might download a virus or something to my computer, so if you guys wanna check it by yourselves, be my guests

Besides the new character entering the show (Lydia Lo), I also found another proof that Talking About the Weather might have been seen by a human being. I stumbled with this article called "Party Monsters and Misfits", It's about some dude talking about his life in San Francisco in the early.to-mid 90's, he talks about drugs and music and what not, but he made a short list of "acknowledgments" at the end, and Talking About the Weather is among them. There's also a extremely weird and kinda creepy video called Monsters, Freaks & Creeps which only shows random music and shows random images of... I don't even know. It shows a bunch of distorted clips and pictures of people, if I had to guess I'd say that this is some kind of compilation of the things he listed earlier, so there might be a picture or clip from Talking About the Weather, but this is a weird ass video, your guess is as good as mine

So I checked the IMBd Talking About the Weather page for the millionth time, searching for clues that we might have missed, and guess what? There was one more piece of the puzzle we didn't see, one more member of the crew: Lydia Lo, who was in charge of the sound department. Just as pretty much everyone else involved in this (besides Joan Jett of course), we know nothing about her. Her IMBd page is empty, credited only for Talking About the Weather, and google doesn't match her name either, just like with Olafsson. So yeah, we have one more member of the crew who only raises more questions than answers... yay...
Alright, so first of all, like I said on my previous post, I asked Joan Jett on her official Twitter about the movie, though the chances of her responding are next to 0 (hell, I doubt she's even the one administrating that Twitter account, though it is registered so it's definitely hers)
I searched a bit more about Olafsson but still nothing, I only get results of some football player with a very similar name. And every biography I find about him only says: "Rikaard Dam Olafsson is an actor, known for Talking About the Weather (1994)", I also searched for a bit if this football player has appeared in any movie or something, in case they're both the same guy, but it appears that's not the case
As for the links senshisun provided earlier, I checked both of them, I tried to get Sandler's background, but in one of the websites it says that I have to be an US resident so it won't let me, and on the other one it asks me to register an account with my facebook, and since I suffer of slight paranoia and slight OCD it kinda freaks me out to do so. However, on one of the websites it said this Sandler's supposed previous places of residence, and one of them is Palo Alto, California, and I checked on google maps and (I think) Stanford university seems to be located pretty close, so I'd say, chances of "this" Sandler being "our" Sandler are around 70%I
I tried to get access to the information in the second link and it seems like you have to be in the US to get that information too. It also says it searches the Deep Web for information, so definitely read the terms and conditions in full before getting the information. It's creepy.
Yeah it's because of stuff like this that I'm kinda glad I'm half nuts. I may have some time tomorrow so I'll probably try to dig something up, today was a bad day for me so I just want to get some sleep

Actually I just checked this facebook page and I found several references to Oklahoma Universitiy, not Stanford, so yeah, I guess that's not our Nancy Kates after all

Looks like the Film Arts website does direct to a hotel website, but part of the website does have information about the film festival. It's probably where the festival is currently hosted. The other festival website does appear to have information about this film festival.
The Wayback Machine only has information from 1998 and onward. Other records also have this problem.
Maybe they list Joan Jett's name as "?" because her name was never mentioned in the short.
Could you please try to contact him and ask him about the movie? If he's not the guy he'll just say "what are you talking about?", worst case scenario he won't respond. I have important business to attend to today and it'll take me the whole day, so I won't be able to look for anything until late tonight

Alright, since (hopefully) more people will start joining in, I believe that I should do a summary of what we have right now:
- Talking About the Weather: A 1994, 11 minutes short movie, it was apparently shown in a movie festival called Film Arts Festival '94, it was most likely shot in California around that time. It was directed by Carl Forest Sandler, Operated )? by Эндрю Блэр (Andrew Blair), the music was composed by David E. Jonhnston, and its cast includes Joan Jett, Nancy Kates and Rikaard Dam Olafsson
- Carl Forest Sandler: He studied economics in California
- Andrew Blair: He's from Russia, he also works as an actor
- David E. Johnston: Not only he´s a composer, but he's also an actor, writer and director
- Joan Jett: Since she needs no introduction, let's just bring her up strictly when we need to adress her involvement about this movie, and not her overall career (unless we have to). She seems to be the "star" of the movie. though every list of her filmography credits her as "?" for this film
- Nancy Kates: She's a relatively famous and successful independent filmmaker, awarded several times since 1993. She studied at the Stanford University around the same time the movie was made
- Rikaard Dam Olafsson: He's most likely from Romania, or at least has romanian descent
