I found a .sps file which unlocks every card in the game (including Andy's), is kinda like a gameshark of sorts, however, like I said on my previous post, the scenarios themselves are NOT in the game files, so that's the only way we can get those 4 cards. Here's the link:
With that said, I read that the way the scenarios were downloaded into the cartridge was that they were downloaded as a save file, which means that it is NOT completely impossible to get, is just a matter of finding a cartridge which still has the scenarios downloaded and extract the .sav file, however, what are the odds of finding a cartridge with the scenarios build in? This game only came out in Japan which makes it rare enough, but on top of that, not many copies were sold, and the scenarios were available for download for only around a year before the service shut down, so... yeah, the chances of getting these are pretty slim, not to say 0

Hey there, I don't know if you're still interested in this, but I decided to look for a bit more of info about this piece of "DLC". I found this post on a argentinian forum where a user hacked the Silent Hill Play Novel ROM to check if he could find (and hopefully rip) Andy's scenarios from it. It seems that the original game does NOT have this info in its files, which means that it was 100% downloadable, however, it seems that the game files do have some info about Andy's scenarios in them:
For starters, Silent Hill Play Novel has a collection of "cards", which you gain after completing the game. There's a total of 32 cards: 16 for Harry, 12 for Cybil and 4 for Andy (one for each scenario). Of course, Andy's cards aren't normally accesible without the DLC, but the cards themselves are in the game's files, here are the links for each one of them:
Also, this user discovered in some russian forum that the game also contains the original URL where you could download the scenarios. Of course the link is dead (the service died in 2002), and I put the URL on the way back machine to see what happens, but the farthest is goes is to 2013. Although this is pretty much useless, I'll leave it here for the sake of reference:

Joan Jett Blakk (and not Joan Jett!) was featured in this film. Yet, if you google the film "Talking About the Weather," IMDb credits Joan Jett. This is clearly not the case. You can google Joan Jett Blakk and get more details on him/her. Not sure how the mistake occurred – the names are very similar, however. Also, they also credit Nancy Kates on IMDb (she was not in the film- I have no idea who she was or is).
I used parts of the film for my YouTube video “Monsters, Freaks & Creeps” – however, I never credited Joan Jett. I give mention of the film and the players and director although I have no official permission to use parts of the film in my video.
I enclosed some images of a review of the film back in the day. Please let me know if I can help additionally.

I guess now we know why Kates' rol on the film was unknown, since she wasn't even part of it. However, how the hell did she end up credited in the film? I mean, Joan Jett makes sense becuase her name is almost identical to the name of the star, but what about Kates?

Rik just gave me his e-mail, he said that he'll send me some info on the film. I'll post here anything he shares about it with me, and of course I'll ask him if he has the movie and if he's willing to share it with me afterwards, for now I'm waiting for his response
