But Joan Jett Blakk is her full name. It's the name she ran for president under. Joan Jett, the rock star, would have been popular only a decade earlier. She was producing music with Bikini Kill in 1994. It could be that Rik never credited Joan Jett Blakk in full, but then why would he be crediting her in full on his little "Life in the 1990s" documentary/music video.
He might have used it for other things at the time, but this is the only thing we have documented online for him. Who knows!
I guess that's more than enough proof that he is, in fact, Rikaard Dam Olafsson, however I asked him just to be 100% sure. Next I'll ask him about the movie's plot

I'd guess it's like a game of telephone - someone along the line thought Joan Jett Blakk was a mistake and said, "must be Joan Jett." I'd wager this isn't the only point where people have gotten the two confused.

I just checked senshisun's Twitter since she doesn't seem to be online, and he responded to her as well, he said:
Hey there - I was in that film in the early 90s – my name is Rik – yeah, it was Joan Jett Blakk (I never credited Joan Jett)
So it seems that Joan Jett the rockstar wasn't in that film and the confusion came because somebody saw "Joan Jett Blakk" and assumed it was that Joan Jett or something like that. Our assumptions are being slowly confirmed, if everything goes well, we'll be watching Talking About the Weather on te next hours

Cross-referencing Andrew Blair's credits on my-hit with a movie I know what the credits are for, "Operator" is the Russian term for "Cinematographer".
I found more info on Nancy D Kates, but it seems to place her in Berkley, California, not San Fransisco. She may have moved.

The two guys at the start of the Monsters, Freaks, and Creeps video appear to be the same guys in the Film Arts '94 image. More footage of them pops up in other parts of the video. This may mean we have footage of the film!

I got the movie to work by clicking on the link to "stream now." I wasn't able to watch much before it told me I had to create an account, but the little I did see was the Universal Pictures logo. If this version of the logo was not used in 1994, then this would not be Talking About the Weather. If it is, however, then we might have a bigger lead.
After doing some research on various versions of the Universal Pictures ident, it seems that the version used here was not used until 1997. The previous version was similar but did not have the continents glow.

Putlocker? My cousin used that to watch Zootopia and other movies, and he tells me it's not a virus, I still think it is though.
As far as I know, Putlocker files can't contain viruses, but the ads sure can. I'll take a look.
Fun fact: What do all the people who worked on Talking About the Weather have in common. None of them are in the movie industry. I think this may have been a one-off thing for everyone involved.
