On August 8th someone uploaded a recording of Cheez TV Australia from 2000. archive.org/details/cheez-tv-block-2000 I haven't watched it yet but perhaps there's a commercial for Willow Town? Also, perhaps the uploader has more recordings that would include Willow Town. I hope this can be found, it looks cute.
A few months ago, I decided to see if I could get the audio for the intro. I wanted to pair it with the video from the German or Spanish dubs and put that on YouTube. I had previously done that with Honeybee Hutch (though that was a bit easier because the audio was on Shuki Levy's site). I looked through the credits for music people that weren't Shuki and was able to contact someone named Casey Stone. He was credited as a music engineer. His site doesn't list Willow Town, but it does list Turbo: A Power Rangers Movie, so he was at Saban in the 90s. He told me that he doesn't remember if he worked on it but that he doesn't have any music from it either way. He's the only one I actually contacted, but I honestly don't remember if I found any contact info for anyone else. Just thought I'd point this out in case anyone was thinking of trying it. I suppose there's the contact form on Shuki's site, but I'm not sure if that actually goes to him or a rep. I'm also a bit hesitant to try that because by the 90s he was taking credit for stuff he didn't actually do.

Yeah like taking credit for the Ocean Dub DBZ music when all he made was the theme song, the rest was Ron Wasserman

Most of what is on that site is themes he didn't actually do, but I don't know if anyone will respond in any case. It's been a while since it was last updated.
What I would like to know, though, is how many episodes are there in Spanish? Just having all the English titles for the episodes would be a big plus.
If there is anyone who could be contacted, however, I think some of the old anime community on Twitter/Tumblr and the like could probably spread awareness and maybe find someone who has copies. Those guys are the best bet.

So far the 3 long videos of Spanish episodes have 13 out of 26 in total and luckily, they kept the English titles intact.
Volume 1: - Toddy’s Travel Plans (Ep 1) - In the Nick of Time (Ep 11) - Toddy’s Treasure Hunt (Ep 12) - Score One for Haven (Ep 18)
Volume 2: - A Willow Town Mystery (Ep 9) - Mom’s Day Off (Ep 16) - A Scary Solution (Ep 20) - The Big Rescue (Ep 25)
Volume 3: - Search for the Sea (Ep 7) - Puppy’s Adventure (Ep 8) - Baked with Love (Ep 21) - A Helping Hand (Ep 24) - Farewell to Spring (Ep 26)
Believe me, my young friend, there is nothing - absolutely nothing - half so much worth doing as simply messing about in boats.
At this point you need to directly contact people that worked at Saban/ the dub and hope they kept back up copies. That's how discotek found copies of Sabans mon colle knights dub for a rerelease. You never know what a person might have. It was recently confirmed via an interview with the co-producer of 4kids ultraman tiga English dub that dub was fully completed and they are in possession of the episodes. A former worker of some kind is likely to be holding on to these old dubs.
