Animated Anti-Bullying Film, Early 2000s [S]

When I was back in grade school, they used to show us anti-bullying films like this all the time. I think one was an episode of Dragon Tales, but this one I can't find anywhere.
Here's what I remember about it:

• It had two main characters, a brother and sister (can't remember their names), about middle school age.
• Sort of had an "Out of the Inkwell" style bit, where the artist is also a main character. They'd ask him for advice, etc.
• The artist was in live action, and was in a white room with paint splotches everywhere.
• There was a sort of intro sequence, leaving me to wonder if there were more of these.
• The artstyle was distinctly 2000s, even though I watched it in the 2010s. Thick black lines on the characters with lineless backgrounds.
• The boy character was running for student body president and was kind of nervous about it.
• There was this one kid he was running against who was always picking his nose... that I know.
• I think there was a big confrontational fight with him and the bully at the end? I'm not sure.
