When I was back in grade school, they used to show us anti-bullying films like this all the time. I think one was an episode of Dragon Tales, but this one I can't find anywhere. Here's what I remember about it:
It had two main characters, a brother and sister (can't remember their names), about middle school age.
Sort of had an "Out of the Inkwell" style bit, where the artist is also a main character. They'd ask him for advice, etc.
The artist was in live action, and was in a white room with paint splotches everywhere.
There was a sort of intro sequence, leaving me to wonder if there were more of these.
The artstyle was distinctly 2000s, even though I watched it in the 2010s. Thick black lines on the characters with lineless backgrounds.
The boy character was running for student body president and was kind of nervous about it.
There was this one kid he was running against who was always picking his nose... that I know.
I think there was a big confrontational fight with him and the bully at the end? I'm not sure.
