I have vague memories of a old sitcom from the early to mid 2000s and all I remember is this girl talking to her sister she says something then a flashback occurs where one of the sisters is next to a couch or couch arm and their dad is giving them a noogie. This I'd all I remember and I hope someone here can finally identify for as it has bothered me for so long I originally thought it involved the Olson twins but I'm not sure anymore so what am I'm thinking of here?

HOWEVER despite this culd it possibly be '8 simple rules' i know when john ritter died they would have a few flashbacks to pretty trivial things from time to time to emphasise how much they miss just 'having a dad'

i remember this sort of scene happening in a couple of shows :-
theres a scene in brooklyn 99 where jake and amy go to talk by the bathrooms when undercover as a newly wed couple but i presume thats too new
will and grace potientally had a scene like this
but most likely show it would be imo is rules of engagement, i vaugley recall jeff and audrey having a discussion about audrey not liking russell and his ettiqutte (and i can imagine them on a double date with him and one of Audreys friends and david spade wearing a bib shouting IM GETTING ME SOME LOBSTER and audrey being like 'jeff...can i talk to you over here please?' or something like that)

Definitely wasn't B99 as I saw it this in the early to mid-2000s.
I suppose it's possible it might've been Rules of Engagement, though i'm pretty sure I saw this around 2002-2006.
