Rugrats has a German dub, but for some reason whenever the show aired on Nick in Germany, they would skip most of the first three seasons and air right to season four to nine instead.
It’s been like this for decades now ever since the German version of Nick was relaunched in 2005 after its closing in 1998. The first three seasons haven’t been syndicated since it’s airings from the 90s German Nick channel from 1995-1998, Pro Sieben, SRF Zwei, Disney Channel, and Sat.1.
The only episodes from those seasons Nick would occasionally play over there are “Tommy’s First Birthday”, "Cradle Attraction/Angelica Moves Away", “Passover”, “The Santa Experience” and "Chuckie's First Haircut/ Cool Hand Angelica". The last episode of season 9 was left undubbed.
They recently listed S1 on Amazon but only the first episode has a dub while the other episodes are in English.
I remember YouTuber GermanRugrat use to have some episodes from the first, second, and third seasons on their playlist before Viacom took them all down. Now they only have the Rugrats music videos dubbed.
Official German videos of Rugrats were on the market at the shows height, but are now rare (Some of which included some episodes from the first three seasons).

I guess Fairly Oddparents isn't the only show that aired on a Disney channel overseas.
