Old Wizard of Oz Movie I Can't Find

This has been on my mind for a while, and as I haven't been able to identify it, I was wondering if any of the people here could try?
Basically, when I was younger, I remember watching a Wizard of Oz-like animated movie that I can't find anywhere. This was probably around 2011-2012 so I doubt it was on VHS and was probably a DVD. I've searched it up online and while there's a similar one up on youtube, it doesnt have a few key specific details that i remember it for.
•The movie started off with Dorothy's bedroom, which was almost like a log cabin. It was made out of dark logs, had a singular long window on one of the walls, and only had a blue bed as furniture.
•The animation looked like it was from around the 80's or early 90's. It had the same colors and quality of an old cartoon you'd see back then like He-Man.
•Toto might have been in this scene,but I don't remember him being in the rest of the movie.
•The next scene I can remember is Dorothy ending up on a small island in the middle of the ocean after being transported to Oz. The island is entirely made out of brown-colored rocks. Various pieces of the Tin Man are scattered around the island, and Dorothy has to rebuild him.
•The Tin Man might've looked like Bender from Futurama, but that may just be my mind mixing things together.
•The next scene I can remember is Dorothy, the Tin Man, the Scarecrow, and the Lion all walking up stairs to a wizard's tower. The tower is a large, cylindrical stone brick structure with a spiral staircase running around it to the top. The top room is open to the outside, like a big balcony, and inside is lots of bookshelves.
•The final scene that I can remember is everybody most likely in the Emerald Palace, but this time it looks like it's made more of ice. There's a lot of ice chairs in rows along the ground, and there's no walls or ceilings, just blackness and a floor.
•Weirdly, I have no memory of other things that should be in there like the yellow brick road or the wicked witch, it's just the characters that make it seem to be a Wizard of Oz movie. It could just be an entirely different property.
That's all I can remember from it, and while an upload of a similar Oz movie is up on youtube, it's missing things I can clearly see in my head like the island and wizard's tower. These could be from another movie and I'm just combining the two though. Hopefully someone here will see this post and know what I'm talking about. I don't think this is lost media, just an obscure movie from the 80's.
