A YouTuber named Ray Mona has gotten a copy of the Toon Makers Sailor Moon pilot. I didn't watch the entire video, but it looks like she got it from the Library of Congress. The video should start at the right time, but if it doesn't, go to 1:43:46.
This is so exciting, the fandom has known of this pilot's existence since 1998! Some cels and things have been found over the years but after so long I thought the whole thing would never be found.

i can't believe the pilot was in LOC the entire time, maybe it would have both the Bioman and the Live Action Saint Seiya American Pilot (both Japanese Propeties being originally Americanized)

Honestly, it's actually better than I thought. Still kinda cheesy & not as amazing as the anime we got, but still it's certainly better than some 90s cartoons that DIDget picked up.
Even though they're not related, I definitely do consider this sort of the middleground to Princess Gwenevere And the Jewel Riders in a sort of sense in that it's an American-made magical girl TV pilot from the 90s(though Gwenevere got picked up for 2 seasons). Got an appreciation for them both, & I give my deepest respects to the people behind it actually deciding to make something special. While it's not really the Sailor Moon we know & love, it's certainly not terrible in my eyes. It's charming, it's cheesy, it's fun, but it has heart. A good heart, in a good place. With some needed adjustments & being changed to, say, Tiara V. Zennifer And the Princess Fighters, it would've definitely been a legendary cult classic show among the likes of other 90s cult classics like the aformentioned Gwenevere, but also Akazukin ChaCha, Mighty Max, King Arthur And the Knights of Justice, Wedding Peach, The Dreamstone, Super Doll Licca-chan, Xyber 9: New Dawn, Highlander: The Animated Series, etc.
