I apologize for the vagueness in advance as I only have a very slight memory of this show and could be misremembering some details, but it is really nagging me!
When I was in third grade (around 2006) I was in a Spanish class. Sometimes we would watch Dora, but other times we watched this other show. It was an educational direct-to-VHS series (I'm pretty positive that multiple episodes exist) for teaching kids Spanish. From what I remember, there were a bunch of kids that got together to go see their friend who was a puppet frog wearing a sombrero (pretty good quality puppet, something Jim Henson level but I doubt it had anything to do with him).
I believe what I remember the most about this is an episode where perhaps the phrase of the day was "Que pasa!", and the frog seemed really enthusiastic about saying "que pasa" to all his friends. I wanted to say that it was his catchphrase for the whole series, but I'm banking on it just being in one episode. They might've sang a song about "que pasa" too but that could be false.
I posted about this on r/TOMT about half a year ago, and a few folks gave me a lead that the frog's name is Francisco.
Again, really sorry for the lack of details. I'd really appreciate some help unlocking these childhood memories a bit more! Thank you so much!

Unfortunately no new information about "Francisco the Frog". However, I have done more research and here is a list of things that are NOT the series in question:

Interestingly, the scenery of Lugar Secreto is sort of similar to how Francisco was presented in the series: sitting in a window-like frame surrounded by real people interacting with him. However, Francisco, a series for learning Spanish, is definitely not Lugar Secreto, a series for Christian ministry.
I want to emphasize that Francisco is very real. Several people on Reddit remember these exact details, and even gave me the lead that Francisco was his name, which I remember clearly. If anyone knows anything, I among multiple people will be very pleased with your find!

Haven't been able to find anything else about Francisco lately. However, I did manage to find my 3rd grade Spanish teacher on LinkedIn. I sent him a connection request so I can message him about Francisco, but it's been sitting on pending for a while now. Considering how barebones his profile is, I've got a feeling my request won't be accepted any time soon.
