[S] Strange 2000s kids movie…?

So this was brought up by someone I know and it sounds weird and familiar enough that I thought I’d try to get help identifying here. Here is what they remember about it:
-Coming of age preteen (older kids) movie
-Group of kids, maybe poor, from an orphanage
-Wears masquerade masks, go into a theater at night
-Might be in France?
-One of the main kids looks like Leonardo DiCaprio?
-Pretty sure they rented it on DVD at blockbuster, sometime around 2009
-Weird vibes, “not big movie vibes” (maybe a direct-to-DVD or made-for-TV movie)
Keep in mind I know nothing about this, but if anyone needs any extra info I can ask this person for more. Thanks
