So I haven't actually seen the film i'm looking for but I do remember reading a review for it online back in the mid to late 2000s. I remember the film was an older obscure film from the 80s or 90s that had gotten a DVD release in the 2000s(at least I think it was, it's also possible it actually did come out in the 2000s) as a double-feature with another film, and I remember the review mentioned that the movie opened up with a group of thugs robbing the box-office of a movie theater and the protagonist gunning them down.
It was described as a Dirty Harry rip-off and i'm pretty sure it was a European one(though it might've also been made in the Phillipines or something like that)

Honestly its not unheard of for posters of European releases of American films to feature actors that aren't in the film. Look here at the Italian poster for "Assault on Precinct 13" (1976) which Clint Eastwood definitely isn't in. Could this be the source of confusion?

Nope that definitely wasn't the case at all, I didn't see any poster like that at all and I know for a fact it wasn't just a retitled American film because this one actually got a DVD release in the mid-2000s and the way the film was described was very different from Dirty Harry.
