As for the plot, it's set in the late '60s or very early '70s. Actor1 is trying to get actor2 medically deferred from conscription whilst actor2 becomes acquainted with an unrefined actor3 at a military testing facility.

The only ones that I found that meet your criteria of 1983-1985 were Mishima: A Life in Four Chapters (1985) and Deserters (1983), neither of which sound like your movie. I actually have a copy of Deserters on VHS and can definitely confirm that's not the one OP is talking about.
I've sifted through various 1985 TV listings again. This time I paid more attention to the pre-1983 offerings and was able to stumble onto the correct answer...
