The only ones that I found that meet your criteria of 1983-1985 were Mishima: A Life in Four Chapters (1985) and Deserters (1983), neither of which sound like your movie. I actually have a copy of Deserters on VHS and can definitely confirm that's not the one OP is talking about.
I've sifted through various 1985 TV listings again. This time I paid more attention to the pre-1983 offerings and was able to stumble onto the correct answer...
