Cartoon with reoccurring phrase "today's topic is..."

Hi everyone, hope you're doing well.
Back in the late 90s to early 2000s, their was a animated cartoon series that appeared on YTV on Saturday mornings.
It had a male rooster hen that filmed a kids show on a farm and he always said, "Today's topic is...". This character was charismatic but also a goofball. He apparently lived a double life, not just as the TV show star but also as a superhero. His mentor was a wise hen or sheep(?)
In one episode their was a storm brewing and it caused a tornado; the rooster had never seen one before. He was then told by his mentor that it was a tornado.
Does this animated series ring a bell to anybody?
