This is a horror short I remember seeing as a kid, probably 2003 - 2008, living around Toronto, Canada.
It was shot in a first person pov, with the camera acting as the person's "head". The framing device was a man telling his psychiatrist about a recurring nightmare he has - most of the film was the man's nightmare, with his and the psychiatrist's voices talking over it. The nightmare starts with the man in his car, pulling up to a house, where he sees a shadow of a human figure move in the window. He enters the house and is chased by some kind of home intruder, and the dream always ends when the intruder catches him.
The session ends and the camera becomes the psychiatrist's pov as he drives home, pulling up to the same house that was in the man's nightmare, the same shot and everything. The short ends with a shadow moving in the window, implying the man's nightmare was some kind of premonition of what will happen to the psychiatrist.
While I was searching for this short, I found this other post on reddit's r/tipofmytongue subreddit that seems to be about the same thing. Some of the details are different but the overall idea is specific enough that I'm sure we're remembering the same movie. unfortunately there were no leads on that post.

Alright, I was a kid at my grandmother's house, probably between 1999 and 2007 (sorry that's such a broad range) in Buffalo, New York. There's an arts channel on her cable, she has spectrum now but I got the impression it was a local arts channel.

The whole thing was a POV thing, like you could see the doctor's hands and the camera was where his face would be.
The patient was describing the nightmare, and the film was his POV. I can't quite remember the details, but it was someone committing a crime. They went through it from beginning to end a few times, starting with the patient outside the house, the approaching and walking through the home to find a woman. I think he strangles her?
He and the doctor talk for a bit and then the doctor heads home. At the end of the film, the doctor gets out of his car and is in front of his house, which is the same one the patient described in the nightmare. That's where it ends. It was maybe 10 or 15 minutes long.
