(1990s) Giant Blue Platypus in Educational VHS Video

When I was roughly 2-4 years old (about 1996 to 1998), I watched a video that stuck with me. It was a cheesy educational video, starring a dude in a giant blue platypus mascot suit and a guy in a Power Rangers-looking robotic alien suit. The platypus was teaching the robotic alien all about transportation on Earth. There were a few cheesy songs, and really cheesy green screen effects. It makes me think it was produced somewhere between the late-80s or early 90s. I can't remember the exact runtime, but it was prob either a half-hour or maybe 45 minutes long. I don't remember what the box art looked like (if there even was a box), but it definitely felt like it would've had the standard low-budget paper sleeve most educational videos had.

The alien might not be entirely accurate, but that's about as close as my brain can remember.
I remember the platypus pointing out the parts of a car dashboard while the alien learned to drive. They showed video clips of cars from around the world, as well as strange concept cars with silly sound effects.
