Not even remotely close in style. The cartoon I watched was, well, a cartoon. 2D digital animation. The short film you're referring to is wonderful, thanks for sharing, but it's unfortunately not the one I'm thinking of, it's far too old. Thanks for trying though anyway.
Was it some kind of one of those baby sensory videos? I'm saying that because you said that it was all visuals and no plot.
Ehhh, not all of those "all visuals and no plot" are baby sensory stuff. For me, a lot of demoscene material on the C64, Amiga & other home computers as well as various game consoles are mostly all visuals, but they're not doodoo baby sensory stuff, instead being more of showcases of what the hardware can be capable of.

Not sure if this information is helpful or not but War is the name of a popular card game. According to Wikipedia,
War is a simple card game, typically played by two players using a standard playing card deck — and often played by children. There are many variations, as well as related games such as the German 32-card Tod und Leben.
So this doesn't sound like it had anything to do with "war" but was instead teaching kids how to play the card game War.
One of the characters featured in the short is the Sailor. He is tall and thin, just like you described, and has a pink-ish color palette. The way he is dressed is very similar of that of an army general or a jack of cards. The background is composed of pink watercolor stains, but those can easily be confused with bubbles.
Before he appears on screen, a quick text shows up introducing him by his russian name "Моряк". Probably your younger self could have misinterpreted that as "War".
The music does not sounds like a cartoonish samba, and there are no mentions of playing cards. But who knows? Maybe you could have made that up...

Holy fuck that was bizarre, thanks for sharing. But the one I was looking for was not creepy or unsettling like that one. It felt more airy and cartoony or something, despite memory of the title. I'm almost 100% sure it was not a Soviet cartoon, and that it was produced after 2000. Frutiger Aero lite? Even so, the sailor character at 6:47 comes the closest to what I'm thinking of, even down to the colors.
But now that I think of it, I wonder if it could just be a bumper.
