Raymie Muzquiz has recently shared the storyboards for the entire first act of Big Bug Man on his Tumblr page. He says that the film was never fully storyboarded, so that gives an indication of far along it got in production.
I think so, so the only way it comes out now is if another studio buys the rights to this film and finishes the storyboarding and animation which i'm not holding my breath on.

I honestly think it comes down to several factors. First of all, maybe the original product just wasn't going to be a good movie. If that was the case, then maybe it won't get released because no one will be interested in it. However, because of the relation to Marlon Brando, and it technically being his last role, maybe at least some of the dialogue would get released. Like you said, I am not holding my breath either.

Given some of the animated crap that has somehow been able to get released(I.E. that awful Ten Commandments movie) I somehow doubt the quality of the film was the reason it never came out, I think it just comes down to plain old running out of money.

Oh I agree, what I mean is the quality of it may prevent it from being released now. Even if people are interested, I doubt a studio would shell out money to finish a movie that they think will not be financially viable.
