Unidentified Children's Cartoon that aired around 2012-2014

There was this cartoon that I remember watching as a kid but can't seem to remember the name or anything for the life of me.
I think it starred this boy (Can't remember if it used animals like Arthur or not) and I think it was just another slice-of-life kid's cartoon with life lessons and everything. Pretty basic stuff.
Now, I think there were these dream sequences where I think there is this blue-maybe electronic world? May have been CGI too. (I'm pretty sure the main show was 2D Animated, but I could be wrong)
Now this show would've been airing around 2012-2014 or so, but it may have been a rerun, as a lot of the shows I used to watch were reruns (Like Boomerang)
The main channels I watched at the time were Nick, Nick Jr., Sprout, and PBS Kids (And its former block, PBS Kids GO!) so there is a good chance it was on those, however, my parents looked, and Netflix says that we've had Netflix since 2014, so there is a chance that it was on Netflix at the time.
The only episode I can remember is something about another kid who was blind coming over to the main character's house or going out to a park of some sort, but that's all I can remember.
I think the main area took place in a somewhat humbler city (Think like maybe Wuhu Island's main town, except maybe a bit less colorful)
But yeah, that's pretty much all I can remember. Any help is appreciated.
