Good news: After searching on the web archives, I can confirm the existence of this game.
Bad news: As is often the case with old forgotten flash games from the web archive (from my experience), I have the swf, but half the assets are missing and it doesn't run in any flash environment.
I'm putting this out there so that people know it exists. Maybe someone out there can do more digging or workshop a solution, because Flashpoint missed this one and nobody knows it exists, apparently.
