"Help! Dolphins are biting my butt!"

I bet this header got your attention and it is relevant to what I'm attempting to find. It's been a few years since I last posted something here and I did end up finding what I was looking for in some past threads. I'm putting this on unidentified media because I'm not even sure where to being with this. I'm not sure if this is a book, a radio play, or something in between but its something that I listened to when I was around 7 years old back in 1991 or 1992. It has always made for an entertaining story though and I thought I'd share it here with you all.
One morning I woke up to everyone in the living room laughing. It was an odd time for everyone to be laughing though because there was nothing usually on during the morning on a school day. My sister (who was 4 at the time) was usually spending her morning watching Barney and Friends and being a 7 year old boy it was against the law to enjoy a show like that. However, since there wasn't much else to do I did watch it with my sister just to make her happy. Still, the laughing continued to get louder and I couldn't help but be curious about it. It was Barney and Friends playing on the TV, but the audio wasn't matching what was on the TV. To this day I'm not sure what happened, we were still using an antenna to get TV shows at the time and somehow the PBS station was getting it's audio from another source. My guess would have been NPR since my dad loved to listen to that station all the time. So while Barney and Friends was playing on the TV, the audio was someone reading what I think was an excerpt from a book.
I do remember the episode of Barney and Friends, it was the one about Baby Bop having a birthday party and everyone was getting the party ready with presents and games. I remember this episode in particular because it was the only that seemed to get played the most in rotation. While the show was playing though the audio was someone I think reading a book or possibly doing a comedy routine. The reader was a woman, and kind of sounded like if Daria was doing a book reading (Daria is the best comparison I can think of even though the show didn't exist until the late 90s). While I can't remember everything she said, there were these moments in the show that matched up with the audio like someone was caught making commentary.
In the episode of Barney there was a moment where he started jumping for joy like he always does and the commentator said, "Help! Dolphins are biting my butt!" Later in the episode Barney picks up a present and walks off as the audio states, "I'm going to disarm the bomb now." There were a lot other moments but it's been so long these are the only two parts I actually remember. It's unfortunate that the combination of audio and Barney and Friends only worked once because the next day was just standard talk radio playing over the show. This audio error lasted for almost two weeks until it was eventually rectified. Barney and Friends got kind of dark quickly when news of war in the middle east played over footage of the dinosaur gang dancing around and cheering. Still, what I still question to this day is what the hell was that audio about. Part of me is guessing that it may have been the reading of a book the radio show was promoting but google searches of the line "Dolphins are biting my butt" has turned up nothing.
