There is a site called Apollo Dub Archive that posts English dubs that were formerly lost. There are some files that are encoded under a DDL file, but I have no idea how to open those and I can't find any information on Google about how they are supposed to be opened. Can anyone help me out here?

That might be why you're not finding anything on Google.

Many of their releases were uploaded onto Mega who've since deleted their account. IIRC, it's all rehosted on their Telegram.
