Been hearing for a few years about a PSA from the Philippines, with a very unusual topic indeed. It's about the dangers of hazing; degrading and often violent activities used to initiate students into fraternities. It's sadly quite common in various countries, but PSAs about the practice are rare.
The PSA in question is known to Filipino ad enthusiasts as "Karne ka lang sa hazing" (which roughly translates to "you're just a piece of meat in hazing"). A Reddit user succinctly described the ad in question:

What's not so clear is which organisation the PSA is from - however, there is some suggestion that it may have been government-sponsored. I found a Facebook thread in a group focused on creepy ads from the Philippines which describes both "Karne ka lang sa hazing" and a later anti-hazing PSA from 1999. The 1999 ad aired on, and may have been commissioned by, the GMA Network channel.
GMA's 1999 PSA is known as "Brotherhood", and possibly featured the song "Du Hast" by Rammstein. Running the comments through Translate reveals this description:
This same user floats the suggestion that "Karne ka lang sa hazing" was from the government as opposed to a specific TV station, though another user claims to have seen it on the GMA news programme Saksi.
There is a PSA about child protection from 1999 which is visually similar to how users describe the "meat" hazing PSA:
For the time being that's all the information I can dig up on this PSA, however it's led me down a rabbit hole of missing PSAs from the Philippines which I'd love to learn more about!
