I have heard rumors about the "lost Ghost Rider pilot" among Marvel fans for some years now. Some people even suggest his appearance on the other Marvel cartoons was meant as a "back door pilot" of sorts (I had never heard about the Captain America pilot though). So, there is some precedent for this being a thing. However, I do have some qualms with this story. The plot synopsis you give is suspiciously detailed for somebody who claims to only have fuzzy memories of a pilot they saw once in the 1990s. Not to mention the synopsis seems really dense for a 30 minute TV pilot, there's a lot going on there, so much, in fact, they'd probably have a hard time fitting it all in 30 minutes. Also, about the toy thing, there were plenty of action figures being made of comic exclusive characters being made by ToyBiz, and Ghost Rider was an especially popular character/book at the time. I do think the part about Fox standards and practices not liking the whole Satanic aspect of Ghost Rider is very plausible/likely since the Marvel cartoons of the time tried to shy away from heavier subjects (they couldn't show real guns for example).
All of my paranoia and skepticism aside, if this is true you would have access to a prime contact! Have you tried getting back in contact with this friend of your dad's to see if they still have the pilot?

Also, on the upload of the commercial you linked, there is someone who left a comment claiming to have done the animated segments. Here is their YouTube channel. www.youtube.com/channel/UCQM89nxJ1IKOL5CGZqSXWNg The descriptions on many of his videos seem to indicate he just did work on the commercials. It doesn't seem like they worked for AKOM or Marvel Films Animation/New World Animation (the animators behind most of 90's Marvel shows). So I think the thing about the commercials having the same animation of the show may be a false memory/false association.
I might have confused some elements with either the spawn movie or the swamp thing cartoon with which i would have seen around that time. appologies as this was almost 30 years ago. i saw it with my parents when i saw it, (unfortunately they don't remember it at all but i remember their reactions at the time being like id ask them "mom dad what is this thing/who is this person/whats going on" and theyd give me an educated guess that was completely off) that could be where some of my disassociation stems. I distinctly remmember they were trying to get all three ghost riders as "good guys" to sell toys by the end of the show. maybe the other villians were from swamp thing and i mixed the two shows up. I went back and rewatched the pilot to swamp thing and now im doubting myself lol. I think your right i doubt that much happened in this pilot. these are the plot points im sure of

-Fight between Danny Catch and "someone" or "someones"

I see. Hopefully, we can do something to track this pilot down if it is real because I would love to see it. And the thing about there being 3 ghost riders would make sense since the toy commercial (toys being a major part of Marvel's brand) shows 3 ghost riders (Kitch, Blaze (Post spirit of Vengeance it looks like), and Vengeance) fighting Zarathos (who is not Satan that's a different character, although I suppose the pilot/planned show could have put them together because it would be hard to greenlight a show with a villain who is literally the biblical Satan). So it would make sense that if they're connected then the plot would likely involve Those 4 characters as you mention. But I suppose that is speculatory.
That being said, is there any way you could get back in contact with that friend of your dad's? You mention he doesn't remember the pilot, but would he maybe remember his old friend from Saban? Other than that we could go about contacting other people who worked on Marvel properties at the time through Saban or Marvel Films Animation. Maybe if the lost media gods smile upon us we can get the attention of Avi Arad or somebody like that.
