There is a lost film I've been searching for, and I was able to find someone who owns a copy of it. However, they're unable to release it. They were told not to duplicate it, and not to share it with anyone.
What would be the best way to proceed, moving forward? Hope that eventually someone else finds a copy of it? I know that the film was distributed in one way or another, but not officially, and only in very limited quantities among a small group of people.

Regardless, have you found another person with the film in the past other than this person? Or perhaps the person who has it is a staff member for the film team who worked on the movie?
Did you have to translate what the other person who had the film said via translation sites? Google Translate isn't the best, and if you have to resort to translation, I recommend Deepl. (If you speak the language they speak, ignore these two sentences)

How hard has it been to find people that have the film/candidates?
Very difficult. The only candidates are * to my knowledge * those who worked in the La Moon doujin circle during the time of Joka's production, and possibly those who were able to purchase a copy of the film during their limited screenings. I'm not sure if the film was sold during these screenings, though. There's very limited information available.

I was not told who gave them a copy of the film. All I was told was that they were unable to share it. Japanese copyright laws are very strict, and I have a hunch it might have something to do with that, even if the film was a fan production. I’ve had a similar problem with a lost Osamu Tezuka animated special. Like this situation, we know someone who owns a VHS copy of it, but is unable to duplicate or share it with us.
