For anyone unaware: Settei Sheets are basically concept artwork used by anime production staff as a guide on how to animate characters, props, backgrounds, etc. I've recently been purchasing and archiving settei sheets from Japan. I received a bundle featuring sheets from some Akatsuka properties, and there were a few that just didn't make any sense.
This sheet hasn't been cleaned up yet, so please ignore the specks. However, you can see here that there's a date of 2009 in the corner.
I'm unsure what this could be from... there are sheets of other Akatsuka characters in this style as well, including Bakabon and Ataro. However, the sheet with Osomatsu is the only one with the date in the corner. I've speculated that they could be from a VERY short film titled "Akatsuka Anime Theater (赤塚アニメ劇場)" which was shown at an exhibition in Japan in 2009. However, no footage of the short has surfaced, so I don't know for sure.

Perhaps you could ask people in the Akatsuka community if they recognize these stills if you think it is unreleased?

This character is named Ataro. He doesn't have any dates on his settei, but you can tell he's supposed to go with the Osomatsu just by the style of it. Maybe there was a commercial during this time with a bunch of Akatsuka characters... I'm not quite sure.

Oh, so the rest of the sheets with the other Fujio Akatsuka characters are similar to this one
In that case, yeah, these sheets are likely to be from that short-film you mentioned
