This was between 1996 and 2000, though the animation could be older. It fits around this time frame as this is when I lived in the old house where I saw it before moving.
It starred a woman who's face was skinned with long black hair, giving her a wide eyed and wide grin. She would stalk young boys alone and would behead them, putting their heads on a belt. The actual beheading wasn't shown but you would later see the little boy's heads. I recall one of the boys playing with a friend who walked off, leaving him alone for the woman to kill.
During this, a sort of low, offputting ambiant music is played.
Finally, she's walking to a shopping cart with a toddler sitting in it while his mother walks away. As the woman gets closer, the unknowing child plays in his mother's purse before pulling out a pistoland accidentally shoots and kills the woman, who's face is seen still wide eyed and grinning as she lays on the ground.
And from time to time, scenes of an astronaut in a small room would cut in. First he's sitting fine, but as time goes on, he becomes more frantic and banging on the walls. I'm almost certain the color goes from green to red during these transitions. Another thing is that as it becomes more frantic, harsh static is heard, which sorta reminded me of a mix of screaming and bees buzzing.
I recall it being on a VHS with a recorded copy of "Beavis and Butthead Do America", but this animation could have been recorded at a different time. All I know is that we most likely lost the VHS some point during our move.
The only possible other option was that another copy of Beavis and Butthead Do America we had after the move, which was in Spanish, could have had it originally but taped over it. Though, the one I remember watching was in English as it was the first time I watched the movie, though this could have been me misremembering.
Despite this, I haven't seen either tape when I've lived and visited my parents. I've been feverishly asking family members but they scarcely recall things like this nor did they hold onto old media like me.
