here are some more details: it aired in the summer of 2001 or the summer of 2002, but no later than 2002. in the bumper, a disney channel logo walks down a sidewalk, while a message telling viewers to go outside and play is played in the background. the discord user was an infant at the time, and remembers being confused and annoyed because the bumper was playing on loop. at first, it was thought that this was similar to nickelodeon’s worldwide day of play, but now it seems possible that it was a bumper that aired on loop in error. either way, the bumper is lost.

Some more details: The logo would walk on the side-walk on loop, going through man-holes. The logo was wearing CGI Big Converse Shoes, one of the colors being Baby-Blue. It didn't have any gloves on. The Converse Shoes were below the logo, like a Goomba. Like MilkshakeMan, it's a conspiracy that it looped in error. Dreamfinder remembered that it would zoom in on the logo and shoes from time to time. Considering that it was a loop, and the logo was walking forward, it's likely that the neigborhood was an oval, with the logo walking still, the neighborhood going in a loop.

Are you sure that this was a bumper and not an “off-air” animation? I know channels that don’t broadcast at night often have a screen or an animation that plays whilst the station isn’t on-air, often saying “we’ll be back at (time)” or whatever. I pretty sure that the BBC used to do this back in the day. That would explain why it was looped as these animations often continue looping all night until programming resumes.

the person that remembers seeing it was an infant at the time, so it's unlikely they would be awake to see an off-air animation.
