Series with young people that featured bumpers with puppets

I asked for this in several sites (like r/tipofmytongue and similar) without luck, but still: I remember having seen a Live action show circa 1996 down here on the Canal 13 channel on Chile that in Spanish was (according to a programming guide of the time, at least) dubbed as «Los chicos de la ciudad» (The boys of the city), but I can't find anything relevant with these names. What I remember

• It featured a group of teenage or college boys with slice of life stories living in some neighborhood. 
• It was mostly recorded outdoors.
  
• In the opening theme they said "Hello" in various languages and 
• between the show it featured comedy skits with puppets that otherwise has nothing to do with the rest of the show (in content or style).
